Fundamental Challenges and Management Opportunities in Post Disaster Reconstruction Project

Meervat R. Altaie,
Marwa Makki Dishar,
Ibrahim F. Muhsin

Abstract: The study examines the root causes of delays that the project manager is unable to resolve or how the decision-maker can identify the best opportunities to get over these obstacles by considering the project constraints defined as the project triangle (cost, time, and quality) in post-disaster reconstruction projects to review the real challenges to overcome these obstacles. The methodology relied on the exploratory description and qualitative data examined. 43 valid questionnaires were distributed to qualifie… Show more

“…Nepal's susceptibility to various natural hazards underscored the critical role of preparedness and risk management in mitigating disaster impacts [13]. Furthermore, studies on the fundamental challenges and management opportunities in post-disaster reconstruction projects emphasised the importance of addressing the root causes of delays and the role of decision-makers in identifying the best opportunities to overcome reconstruction obstacles [14]. Innovative recovery strategies, such as utilising ISO shipping containers for sustainable housing, demonstrated potential efficiencies in rebuilding processes [15].…”

“…The concept of reliability refers to the ability of an instrument to measure what it is designed to measure over different periods. Cronbach's alpha coefficient was used to determine the stability of the study tool [31,32]. Table 4 indicates the results of Cronbach's alpha coefficient values for all study axes, which were more significant than 0.7; this indicates that the study tool has high stability and reliability [33].…”

“…This study aims to facilitate decision-making in reconstruction projects, especially in the planning stage, to reach a final decision, identify challenges for projects, and evaluate them for different projects, especially since most decision-makers do not have sufficient information on how to use this analytical method or how to sort the final priorities. This study used data and results from [26] and AHP to develop mathematical equations to help the decision-maker determine the extent of the impact of the various types of challenges facing reconstruction projects in Iraq.…”

“…This issue results from the government's difficulty to make the necessary administrative arrangements to deal with these delays due to the conditions the construction environment is suffering from in Iraq. The most important ones were identified in [26]. These changes were within the determinants of cost, time, quality, and scope of work, without managing to know their proportions and determine the proportions of potential challenges.…”
