This study examines the effects of technology business incubator (TBI)'s funding, technical support and entrepreneurial mentoring on the graduation performance of new technology-based firms in China's three tier cities. Using a new dataset on all TBIs and incubated new technology-based firms from government surveys conducted over five consecutive years from 2009 to 2013 combined with archival and handcollected data, we find the effects of incubator services on the early growth of new technology-based firms vary according to the local context. Technical support facilities and entrepreneurial mentoring from TBIs are found to have significantly and positively influenced the early development of the firms in the four most affluent tier 1 cities, whilst these effects become less pronounced for the tier 2 and tier 3 cities. These two services are also found to influence graduation performance in the government and university types of TBI respectively. Results support the notion that the effectiveness of an incubator's services is shaped by the level of a city's socio-economic development and that the city location of a TBI does impact the graduation performance of its incubatees.

Abstract:Challenges of evaluating new evolving technologies are particularly pronounced for clean technology firms (CTFs) in need of venture capital (VC). This study investigates how Technology Approval Group (TAG) may bridge an identified funding gap. TAG is a communication tool enabling investors that traditionally would not invest that early in an innovation to feel confident in injecting VC into developing CTFs. In the study, challenges facing the investors include high levels of risk and small investment sums required. Additional characteristics that affect the funding process are the market size, the communication platforms and the political climate. A successful implementation of TAG in the water sector, in the UK, provided inspiration for expanding the use to other sectors and geographical markets where new challenges were identified. The identified risks with using a tool like TAG are associated with ethical questions, handling dependencies and the challenge of forecasting sustainable technological development.

La finance entrepreneuriale est un domaine de recherche qui se voulait émergent il y a près de trente ans et pour lequel certains chercheurs de renom ont proposé des agendas de recherche spécifiques et stimulants. Or le recensement de plusieurs centaines d’articles publiés révèle que les auteurs ont centré leur attention sur des questions de recherche traditionnelles, laissant souvent de côté les préconisations des experts qui recommandaient notamment d’inclure l’entrepreneur dans les travaux et d’emprunter à la littérature en entrepreneuriat des méthodes et théories pouvant aider à mieux comprendre les questions financières des PME. L’objet de cet article est de faire un survol des travaux réalisés au cours des quinze dernières années en regard des besoins de connaissances spécifiques permettant de favoriser la création et l’émancipation des PME, grâce, notamment, à un financement adéquat. À la vue de ce qui nous semble être un écart entre les connaissances disponibles et celles qui seraient souhaitables selon l’OCDE, et en nous situant dans un contexte de modification de l’environnement d’affaires mondial, nous proposons aux chercheurs intéressés à contribuer au domaine de la finance entrepreneuriale quelques pistes de recherche pour les travaux futurs.
