GAEC implementation in the EU: situation and perspectives

Abstract: The concept of Good Agricultural and Environmental Condition (GAEC) was introduced by the Common Agricultural Policy (CAP) reform in 2003 within the framework of cross-compliance and implemented by the Member States since 2005. It includes the purposes of maintaining agricultural activities, avoiding the abandonment of the agricultural land and sustaining the environment. While Statutory Management Requirements (SMR), second component of the cross compliance, have introduced the link between CAP payments and t… Show more

“…In the final measure it was opted for a discriminatory approach, reducing the impact on small farms but also the diversifying impact. Because of this contradiction and because there are other ways to achieve soil-and ecosystem resilience (Angileri et al, 2011), which possibly yield similar diversity effects as the EC's proposal, further research on complementary mechanisms should be conducted, including the implemented exemption for farms practicing rotation and interchange of land (Council of the European Union, 2013c) and other types of landscape diversification (Lin, 2011).…”

“…The European Union developed a subsidiary programme to stimulate farmers to keep their grasslands free of shrubs by introducing management practices (Angileri et al. ). In Romania, additional agri‐environment payments are available for grassland maintenance through the Ministry of Agriculture and Rural Development (http://www.madr.ro/en/).…”

“…Similarly, the EU Water Framework Directive uses five classifications to evaluate water quality status (high, good, moderate, poor and bad) among all water bodies (surface and groundwater) in EU Member States, and requires all Member States to reach "good" ecological, quantitative, and chemical status and protected area objectives by 2027 (Carvalho et al, 2019). Besides mandatory requirements under the EU Nitrates Directive (an agriculture-focused section of the Water Framework Directive), voluntary agri-environmental measures have been increasingly integrated into the EU Common Agricultural Policy since the late 1980's (Hart et al, 1994;Angileri et al, 2011;Meyer et al, 2014), while the more recent integration of compulsory environmental cross-compliance regulations reflects the EU's efforts to pursue its environmental targets (Solazzo and Pierangeli, 2016;Bertoni et al, 2018). Soil scientists have made significant contributions to policymakers' understanding of these problems in recent decades (Keesstra et al, 2016;Lal et al, 2021;Bouma et al, 2022).…”
