Gaining Flexibility and Compliance in Rescue Processes with BPM

Abstract: Weaving together information spread over several public and private organizations is crucial for managing catastrophic events and for realizing resilient social infrastructures. While beneficial in emergencies, an unlimited access to (sensitive) data is usually defined as the worst case in any privacy or IT security scenario. As a solution to this tradeoff, the transferability of successful methods and tools known from business process and workflow management to rescue processes is discussed. The resulting fra… Show more

“…However, this is inseparable from the challenges faced by the organization that there are major challenges in meeting the need for flexibility and compliance with internal and external policy rules. All of them are contained in BPM, particularly the problem of integrating control activities into the rescue process during the implementation, which is carried out without interruption (Kittel & Sackman, 2011). The main result of the previous research stated that the models, methods, tools, and infrastructure that underlie BPM have an apparent capacity to support processes and give them the flexibility needed at various levels.…”

“…The main result of the previous research stated that the models, methods, tools, and infrastructure that underlie BPM have an apparent capacity to support processes and give them the flexibility needed at various levels. Thus, BPM appears to be a good starting point for gaining flexibility and adherence to a strategic process, although some aspects remain unresolved that open up future research agendas (Kittel & Sackman, 2011). Organizations create and deliver value through actions governed by the chosen strategy because this strategy provides a framework to behave and achieve organizational goals that must be closely integrated with the company's business processes.…”

“…Incomplete and partial models are not "valid" with regard to the philosophy of process modelling. Unfortunately, many courses of action in emergency management have to be prepared in a stepwise approach and call for customisation during the event [9], since "effective response to a crisis is a combination of anticipation and improvisation" [28]. Although process modelling has given birth to adaptive and ad-hoc workflows, incompleteness and flexibility is still an open research issue.…”

“…Following this line of approaches automation and assisted procedures became the focus of direction. Other approaches strived for seamless information flows by integrating information management and data streams inside as well as between command centres [9][10][11] or between command centres and rescue units during a crisis [12][13][14].…”
