Garment worker rights and the fashion industry’s response to COVID-19

Abstract: In this commentary, we examine the fashion industry’s early responses to COVID-19. Looking across fashion’s global production networks, we argue the fashion industry’s response has been rapid, yet highly inequitable, reflecting—and further entrenching—existing inequalities in the industry.

“…As we have seen, COVID-19 has had a significant impact on garment production and, in particular, on garment workers (Brydges and Hanlon 2020). Ongoing alterations to the speed and pace of garment production will affect workers who have been forced to respond and adapt to changing industry dynamics caused by the pandemic in real-time.…”

“…This situation has led a number of global fashion brands to renege on payments for garments that were already made and/or shipped, which has had a devastating impact on garment manufacturers facing losses into the billions (Anner 2020;Chua 2020). While retailers in some countries have been able to apply for government-wage supports, many factories are unable to pay their garment workers (Anner 2020), leaving already vulnerable workers in more precarious situations (Brydges and Hanlon 2020). The growing financial crisis gripping the industry is now also worsening the longstanding humanitarian crisis that underpins much of the fashion industry.…”

“…Fashion retailers began offering new products such as face masks and more comfortable clothing that would be suitable for wearing at home (Brydges & Hanlon, 2020). Designers such as Gucci even provided medical masks and protective garments for frontline health workers, and Bulgari produced hand sanitizer to donate to hospitals (Pantano et al, 2020).…”
