Merkel’s alleged complete command over her party in the period investigated here is mirrored in illustrations of the CDU as ‘Kanzlerwahlverein’, that is, a party devoid of an autonomous political will and needed only to run election campaigns, generate electoral support, and tamely confirm and acclaim the chancellor (Fischer and Wittrock, 2010; Wiliarty, 2013).
