Why economy, organizations and society need gender budgeting 'Gender budgeting' or 'gender-responsive budgeting' are umbrella terms used to refer to a variety of tools, techniques and systems to incorporate a gender perspective in budgeting processes-ultimately promoting the effective mainstreaming of gender in policy-making.Evidence has shown that ensuring a better gender balance in policies, organizations and society is not only right and fair, but also economically desirable. 'If women were economically empowered, it would be possible for each country to have some combination of more output, more development of people capacities, more leisure and higher levels of wellbeing. In that sense gender inequality is inefficient' (Elson, 1999, p. 12). Without a robust gender analysis, public sector budgets tend to reproduce gender inequalities, favouring a return to traditional gender roles, and highlighting how the work of social reproduction is central to the production of value in capitalist societies (Elias & Roberts, 2016;Elson, 2013).

In this article, the authors highlight the achievements of the Finnish education system, the most successful at the moment, in all countries of the world. The practical significance of the research for the institutions responsible for education in the Republic of Moldova and Israel, about the activity the authors are informed, is significant. In both states we have fundamental problems with reforming the education system, developing and implementing new curricula. The authors emerge from the thesis about applying the principle of learning continuity, complete assimilation of information about the researched fields. Initially, this principle was realized in Finland. In conclusion, the authors mention: the country with a high level of economic development, with an economy open to inclusion, is distinguished by a level of education, a higher technological level. In such a country, the population benefits from advanced infrastructures, a diversity of quality services, long life, and a low birth rate.

We highlight practical lessons from policy theories on how to promote equity through transformational changes in policymaking. Health, education and gender are at the heart of such equity policy agendas. Their advocates seek transformational changes to: policy, to reject a ‘neoliberal’ paradigm and address the social and economic causes of unfair inequalities, and policymaking, to foster collaboration and holistic government. However, they also report a wide gap between aspirations and outcomes, and many seek insights from policy studies on how to close it. Our aim is to use their common engagement with policy theories to connect their agendas, foster intersectoral dialogue, and ensure that their contributions are greater than the sum of their parts. A common take-home message is to be cautious about any attempt to turn a provocative transformational political project into a technical process containing a ‘toolbox’ or ‘playbook’.
