Introduction. This study investigates the adoption of professional scholarly journal publishing software in Lithuania, with a focus on the trends and patterns of its use in 2020. It underscores the limited research on proprietary software and the absence of comprehensive country-specific case studies. Method. We compiled a list of sources by manually reviewing all journal websites and independently verified the collected data against other databases. Additionally, we contacted publishers individually via email to clarify the data. Analysis. Data were analysed using descriptive analysis with the help of SPSS statistical package. Results. The analysis reveals that the second or third-generation Open Journal Systems (OJS) software is the most popular open-source publishing solution, utilized by nearly half of the Lithuanian journals. The Social sciences and Technology sciences are the most frequent users of OJS, both in Lithuania and abroad. The use of OJS in Lithuania gradually decreases to 24% as one moves from publication towards production management, with a significant reduction in the use of OJS for manuscript delivery. The increased use of proprietary software for manuscripts may be related to pricing and the composition of the journal's authors. Conclusions. The ecosystem of scholarly journals in Lithuania has not yet reached the minimum level of technological advancement where all journals use professional software for publishing.

The paper provides insights into scholarly journal publishing forums in Tanzania universities. It contextualises the current state of scholarly publishing and factors militating them in addition to providing possible palliatives for addressing them. The study employed a survey research design to collect both qualitative and quantitative data from websites, editors of journals, and directors of research at the universities under review. The results show that 63 (98.4%) of the scholarly journal forums are available at the selected universities. Journal editors indicated that 46 (71.9%) of their journals are both in print and electronic formats, followed by 11 (17.2%) who indicated only the electronic format as the mode of publication, whereas seven (10.9%) indicated only the print format. The results also show that 43 (67.2%) have adopted the open access philosophy, 16 (25%) have yet to do so and five (7.8%) remain non-committal. Considering the present journal publication realities, there is a need to review the publishing process to accommodate the online journal system (OJS) for the submission and processing of manuscripts. Furthermore, the study found the preferred mode to be a hybrid because the ICT infrastructure, cost of bandwidth, internet connectivity, and electricity remained an impediment to shifting to the purely online mode. Implicitly, academic journals for Tanzania’s universities should currently be accessible in both print and electronic formats until when technologies dictate otherwise.

Deficient editorial practices, perceived quality, and expedient scholarly publishing in a developing nation

Background There is increasing concern about the quality, integrity, and accessibility to research published in the developing world. This study explores the editorial practices and editors’ perspectives to gain insight into the standard of scholarly publishing in Libya. Methods Between 21st January and 12th February, 2022, the editors-in-chief (EC) of Libyan academic journals were invited to complete a questionnaire on editorial practices, degree of satisfaction with submitted and published manuscripts, review processes, and journal performance, as well as challenges facing the journals. Journal websites were examined for quality, and indexation coverage and citations were assessed. We examined the number of citations in Google Scholar for all 2019 articles published in each journal. Descriptive statistics were used to quantitatively summarize the data and thematic analysis was used for the narrative text. Results 48 EC completed the questionnaire. The EC was affiliated with the institution that owns the journal in 92% of cases. Most EC (83%) were satisfied with the peer-review quality, 69% believed that most of their published papers add new ideas or findings, and 96% were satisfied with their journal’s performance. However, despite the high degree of satisfaction, only one journal was indexed in Web of Science or Scopus and only 17% of the journals were indexed in Google Scholar. A qualitative assessment of journal websites revealed shortcomings in publishing practices in a large proportion of the journals. Conclusions The discordance between the satisfaction of the journal editors and the journal quality indicators points to a break in the quality system of Libyan academic publishing. Similar expedient publishing practices might exist in other countries as well. A comprehensive action plan led by academic institutions to enforce high standards for scholarly publishing is needed to advance research and high-quality scholarly publications in developing countries.
