Global Climate Change Perception, Local Risk Awareness, and Community Disaster Risk Reduction: A Case Study of Cartago City, Costa Rica

Abstract: Cartago City, Costa Rica has observed an increase in the damages and losses due to floods and landslides in recent decades. The city faces a challenge to enhance disaster risk management (DRM) capacity in order to reduce increasing disaster risk. This research identifies factors that enhance local DRM capacity in the context of increasing climate-related events, focusing on the ability of communities that can complement local government's DRM initiative. The study involved 240 household surveys in four high fl… Show more

“…Examination of rural households’ awareness of disaster risk reduction was similar to that of rural households’ perception of disaster risks. Referring to the research by Hernández-Moreno and Alcántara-Ayala [27], Hori and Shaw [41], and Xu et al [21] on the measurement of rural households’ awareness of disaster risk reduction, the present study designed 10 entries and measured rural households’ awareness of disaster risk reduction from three dimensions: subject responsibility consciousness, attitude toward government, and disaster prevention tendency (Table 2). Subject responsibility consciousness means that people reflect a sense of ownership and responsibility in disaster prevention and mitigation (i.e., self-rescue and mutual rescue during a disaster and assisting in the recovery and reconstruction after a disaster).…”

“…The country is also one of the most earthquake‐prone and volcanically active countries in the world as it lies on two main tectonic plates; in fact, 9 of its 16 volcanoes are currently active (The World Bank, ). Storms and floods affect a large number of people and a rise in flood loss and damage in the last several decades has been noted (Hori & Shaw, ). Further, drought occasionally occurs in the western provinces, causing loss to agriculture and cattle production.…”
