Asian Criminology: Its Contribution in Linking Global North and South

In recent years, Asian criminology and Southern criminology have drawn scholarly attention to the profound divide between Western and non-Western societies, or the Global North and Global South, in criminological knowledge production. Perspectives from Asian and Southern criminology expose these divides and propose critical ways to correct the hegemony of Western over non-Western, or Northern over Southern, knowledge production. For the contemporary movement of decolonization of knowledge, a particular contribution of Asian criminology is to link Western and non-Western, or Northern and Southern, criminological science. As Sandra Walklate concluded, “Asian criminology … stands at the positive intersection of the north–south and east–west in terms of geography and culture. It is well placed to think differently, both conceptually and methodologically, about the criminological enterprise, and the debates that such different thinking might generate.” This article reviews the divide in criminology between the Global North and South. Based on the framework of the Asian criminological paradigm, Asian criminology has made major contributions to bridging the divide between the North and the South through academic institutionalization and theoretical development strategies.

Forward-leaning policing and stability maintenance: The politics of penal control in Xi's China

This article seeks to address the intensification of incarceration in Xi's China. By situating the analysis of incarceration within the theory of penal politics, I ascribe the Chinese system of penal control to a purposeful and politically charged change in policing practices. Through what I call ‘forward-leaning policing’ (前倾式警务), China under the current leadership has co-opted the exercise of carceral power through more aggressive and proactive policing as an intensified response to an eclectic mix of developing social issues which threaten public order and political stability, emergent from China's transition to modernity. All the while, the country's community and social policy interventions have been inadequate in addressing the evolving ‘risks’ in Chinese society. Those two converging forces, together, pave the way for individuals to have increased contact with the justice system, as well as exposing them to a higher probability of falling within the remit of formal punishment, including imprisonment.

At one time monitoring over 900 million people, China’s health code system is arguably the most controversial invention of the pandemic. This study explores how the system emerged and its implications for security governance in urban communities. By analysing 9,533 social media posts published during three key weeks, the study revealed that early pandemic responses in China were heavily shaped by private nodes, such as estate management companies, private security guards and homeowners. Homeowners’ demands for extra security clashed with migrants’ and tenants’ demands for mobility. The health code system was presented as a ‘solution’ to these conflicts. The findings of this study highlight the limitations of consumer-driven pluralisation in policing. Such pluralisation offered limited opportunities for democratisation. Instead, the radical pursuit of ‘club goods’ by consumer-denizens reinforced existing inequalities. Entrenched inequalities tempted marginalised social groups to accept ‘indiscriminate’ surveillance, which paved the way for a neo-panopticon. The study also warns against the alliance of state nodes and big-tech companies. Through collaboration, these powerful players can replace political dynamics in the community with data-driven modulation, thus destroying the foundation of nodal governance.
