Governing Government-Project Owner Relationships in Water Megaprojects: a Concession Game Analysis on Allocation of Control Rights

Abstract: Studying megaprojects from the micro-foundations rooted in organizational action and interaction, this research started with an extensive literature review and therefore proposed a conceptual model for governing government-project owner relationships. A cooperative game model was further developed based on the conceptual model and concession game theory. The results showed that the relationships between government and project owner could be indeed improved by considering the allocation of control rights within… Show more

“…Major infrastructure projects (MIPs) are large-scale engineering facilities that provide basic public services for social production and economic development and people's lives (Liu et al, 2018;Flyvbjerg, 2014;Flyvbjerg & Turner, 2018). A range of MIPs has been built and operated, such as the South-to-North Water Diversion Project, Hong Kong-Zhuhai-Macao Bridge, and Qinghai-Tibet Railway (Ma et al, 2020;Zhao et al, 2017). However, it cannot be ignored that a series of quality accidents about MIPs have widely triggered severe social concerns recently (Zhang et al, 2018;Kim et al, 2013).…”

“…In reality, it is believed that some systems of centralization and meritocracy are more likely to be completely rational, whereas collective decision‐making systems (such as a parliamentary system) are more likely to be semirational (or called bounded rational). This setting on rational levels can cover more possibilities in reality than some previous studies, which only consider ideal rational assumptions (Ma et al, 2020; Yao et al, 2020; Zhi et al, 2018). The results of these gaming models can help explain the reasons and motivations of decision‐making related to a VWS and provide suggestions for future improvement.…”
