To support the construction of ecological civilization in the Yangtze River Economic Belt, the Chinese Academy of Engineering launched a major consulting project in 2019 titled "Study on Several Strategic Issues for the Construction of Ecological Civilization in Yangtze River Economic Belt." Based on the project's results, this paper summarizes the achievements of ecological civilization construction in the Yangtze River Economic Belt in terms of top-level design, green demonstration, ecological protection, and environmental improvement. It then analyzes its main challenges regarding territorial development, industrial layout, river-lake relationship, ecological security, energy development, and environmental risks. Further, based on the concept of a life community of mountains, rivers, forests, farmland, lakes, grass, and sand, this study proposes several strategic suggestions focusing on ecological space management and control, water ecosystem health, green and high-quality development, ecological protection and restoration, ecological agriculture and forestry development, ecological product value realization, and the ecological civilization governance system.

Carbon Mitigation and Environmental Co-Benefits of a Clean Energy Transition in China’s Industrial Parks

Industrial parks are emerging priorities for carbon mitigation. Here we analyze air quality, human health, and freshwater conservation co-benefits of decarbonizing the energy supply of 850 China’s industrial parks. We examine a clean energy transition including early retirement of coal-fired facilities and subsequent replacement with grid electricity and onsite energy alternatives (municipal solid waste-to-energy, rooftop photovoltaic, and distributed wind power). We find that such a transition would reduce greenhouse gas emissions by 41% (equal to 7% of 2014 national CO2 equivalent emissions); emissions of SO2 by 41%, NO x by 32%, and PM2.5 by 43% and freshwater consumption by 20%, relative to a 2030 baseline scenario. Based on modeled air pollutant concentrations, we estimate such a clean energy transition will result in ∼42,000 avoided premature deaths annually due to reduced ambient PM2.5 and ozone exposure. Costs and benefits are monetized including technical costs of changes in equipment and energy use and societal benefits resulting from improvements in human health and reductions of climate impacts. We find that decarbonizing industrial parks brings annual economic benefits of US$30–156 billion in 2030. A clean energy transition in China’s industrial parks thus provides both environmental and economic benefits.

Air Pollutants and CO2 Emissions in Industrial Parks and Evaluation of Their Green Upgrade on Regional Air Quality Improvement: A Case Study of Seven Cities in Henan Province

Although central to the promotion of regional economic development, industrial parks discharge large quantities of air pollutants and CO2, counter to the goals of air quality improvement and CO2 reductions in China. In this study, 13 industrial parks in seven cities in Henan Province were chosen to evaluate their emission of air pollutants and CO2 in 2017, their reduction potential under different green measures, and their air quality improvements under a Green Upgrade scenario. The results show that: (1) The total emissions of SO2, NOx, CO, PM10, PM2.5, VOCs and CO2 in the 13 industrial parks were 43, 39, 351, 19, 7, 18, 2 kt and 36 Mt, and would decrease by 72, 56, 19, 30, 26, 77 and 30%, respectively, under the Green Upgrade scenario. (2) The industrial process was the major source of CO, PM2.5, VOCs and NH3, whereas power plants were the largest source of SO2 and NOx, and they would be reduced by 93, 59, 94, 91, 23 and 28%, respectively, under the Green Upgrade scenario. (3) The terminal energy use sector (including industrial boilers and industrial process sources) was the main source of CO2, accounting for 75% of total CO2 emissions, and would be reduced by 76% under the Green Upgrade scenario. (4) WRF-CMAQ simulation results show that, under the Green Upgrade scenario, the concentration of PM2.5 in a transmission channel city would be improved by 1–36 μg/m3, with an annual average value of 9 μg/m3. Our results demonstrate the significant effect of the synergistic reduction in air pollutants and CO2 emissions using Green Technologies in industrial parks and the subsequent improvement in regional air quality.
