“…Mentally retarded offenders present serious rehabilitative challenges because of ambiguities in the applicability of pertinent competence or insanity statutes (Ellis & Luckasson, 1985), as well as the paucity of residential program alternatives to correctional facilities (Denkowski,Denkowski,& Mabli,1 983). National prevalence rates for the mentally retarded offender population have been estimated at up to 20,000 with only about 3000 specialized program beds projected up to the end of the decade (Denkowski et al, 1983).
