Abstract:The article discusses the consequence of forming Metropolitan Regions due to population growth and the increased demand for services to implement minimum social rights. These regions do not adhere to traditional border limits, leading to a collision of fundamental rights and challenges of autonomy and responsibilities among municipalities.
