Guidance toward the implementation of multicriteria decision analysis framework in developing countries

Abstract: Multiple Criteria Decision Analysis (MCDA) is increasingly used in health care mainly because it moves decision-making from ad hoc to an evidence-based and comprehensive process. Developing countries with more restricted financial and human research capacities, however, should consider their own methods of MCDA development and implementation. “…With the use of these methods, the feasibility of constructing a transparent, consistent and rigorous decisionmaking framework can be ensured. This idea has been supported by the real-life example of the results of three separate MCDA workshops, which have been conducted to focus on the area of OPPs in low-and middleincome countries, where SMART method combined with swing weighting was used, based on considerations of feasibility [56].…”

“…While the selection of criteria, the ranking, and the weighting require adaptation to the specific decision problem and policy framework, the process itself can be generalized and transferred to other countries or organizations. The foundation for the course of work steps in preparation of the workshop, conduct of the workshop, and follow-up has been formed through the experience from three countries, Indonesia, Kazakhstan, and Vietnam [13,14]. In each of these countries, different types of purchasing or tender decision problems (national purchasing, public tender) had been addressed.…”

“…MCDA has specifically been suggested as an evidence-based health technology assessment (HTA) tool for evaluating off-patent pharmaceuticals in developing countries [30]. Examples for using MCDA in decision-making for off-patent medicines in developing countries are emerging in several countries such as China, Thailand, Indonesia, or Egypt [31][32][33][34].…”
