In 2018, the Energy Performance of Buildings Directive (EPBD) introduced Building Renovation Passports (BRP) to enable buildings to scale energy performance through a Scheduled Renovations Roadmap (SRR). The Digital Building Logbook (DBL) was introduced in 2021 as a repository of relevant building data to facilitate informed decision-making and information sharing among stakeholders. In Spain, both tools (DBL + SRR) have been studied separately in an incipient way. However, the interconnection of data in the tools come from the same document base. Evidence suggests that when building information is used in isolation, its value is diluted without stakeholder awareness. In this paper, we move towards unifying both tools (DBL+SRR) in a single comprehensive tool called the Libro del Edificio Electrónico (LdE-e), with the aim of producing a single building database to drive multi-building renovations. For this purpose, the data fields of existing building information, assessment and management tools in Spain were studied in detail and reinterpreted in a new interconnected data structure. To evaluate the formulation of the LdE-e proposal, 11 semi-structured interviews were held with a panel of 13 experts specialized in real estate, building and energy efficiency. After these sessions, the LdE-e was reformulated, and the model was strengthened by analyzing vectors such as governance, management, usability, data flows, stakeholders and the impact of including new technologies such as BIM and blockchain. The results suggest that the LdE-e would improve control of the operation and maintenance of (new or existing) buildings, the programming of renovation actions based on deficits identified in technical inspections, and other aspects.

(English) Global warming and climate change are undeniable and must be combated with urgent measures. In this sense, the rehabilitation of the building stock is crucial to reduce greenhouse gas emissions. In Europe, 35% of buildings are over 50 years old and almost 75% of these are energy inefficient. In addition, only between 0.4% and 1.2% of homes are rehabilitated. In Spain, 50% of buildings are prior to the NBE-CT-79 standard and represent 30% of energy consumption, basically in the residential sector. The energy transition is also essential in the change of the urban paradigm and the introduction of economic, productive and social transformations, making it key for the economy and society. For its part, Energy Efficiency aims to reduce energy consumption in cities and buildings, through the efficient use of energy in production processes and urban activities. The Energy Performance Buildings Directive (EPBD) established in 2002 by the European Union determined cost-effective and ecological policies and measures aimed at building renovation and the inclusion of Energy Efficiency. This has been systematically updated and has prompted actions by member states. In addition, the document “Renovation Wave for Europe” has encouraged them to explore various innovative financing solutions and to create incentives and tax credits to encourage energy retrofitting of buildings, including taxes that favor renovation, tax reduction for renovation, and VAT reduction for sustainable materials and construction services. However, despite this, the residential renewal rate remains low due to the financial, technical and managerial barriers faced by households. Their ability to undertake such a complex process has possibly been overestimated. For this reason, One-Stop-Shops (OSS) for residential energy rehabilitation (which assist owners in the entire rehabilitation process) can be an opportunity to encourage rehabilitation, if they have structural resources and guidelines are developed. for implementation at the local level. In this context, the objective of the thesis is to study in depth the situation of One-Stop-Shops for energy rehabilitation in Europe and Spain, analyzing its typologies, management models, services, operating structures, benefits to users, etc. This aims to determine the characteristics of success and causes of its failure, and to propose a strategy for its structural implementation in Spain so that they promote the systematic rehabilitation of the residential stock. The thesis has been carried out using a combination of quantitative and qualitative techniques. In the quantitative work, surveys have been used, the results of which have been analyzed with traditional statistical techniques. For its part, the qualitative one has basically consisted of interviews, the responses of which have been analyzed through categorization, response affinity, etc. The main results have shown the benefits of the implementation of the OSS, especially of the “all inclusive” that assist families in all stages of the residential rehabilitation process, from information to the subsequent energy audit. They also show that the pilot cases that have obtained good results have had to close once its public funding has ended. Therefore, the need for structural funds is deduced for its general operation. Finally, the recent appearance of Rehabilitation Offices in Spain, in the context of the Next Generation Funds, whose purpose is exclusively to help families obtain resources, opens a window of opportunity for its transformation into One-Stop Shops (OSS) for energy rehabilitation. (Español) El calentamiento global y el cambio climático son innegables y deben combatirse con medidas urgentes. En este sentido, la rehabilitación del parque edificado es crucial para reducir las emisiones de gases de efecto invernadero. En Europa el 35% de los edificios tiene más de 50 años y casi el 75% de éstos es energéticamente ineficiente. Además, sólo se rehabilita entre el 0,4% y el 1,2% de las viviendas. En España el 50% de los edificios es anterior a la norma NBE-CT-79 y representa un 30% del consumo energético, básicamente del sector residencial. La transición energética también es esencial en el cambio de paradigma urbano y la introducción de transformaciones económicas, productivas y sociales, haciéndola clave para la economía y la sociedad. Por su parte, la Eficiencia Energética tiene como objetivo reducir el consumo energético en ciudades y edificios, mediante el uso eficiente de la energía en los procesos productivos y las actividades urbanas. La Energy Performance Buildings Directive (EPBD) establecida en 2002 por la Unión Europea determinó políticas y medidas rentables y ecológicas orientadas a la renovación de edificios y a la inclusión de la Eficiencia Energética. Ésta se ha actualizado sistemáticamente y ha impulsado acciones de los estados miembros. Además, el documento “Oleada de renovación para Europa” los ha incentivado a explorar diversas soluciones de financiación innovadoras y a crear incentivos y créditos fiscales para fomentar la rehabilitación energética de edificios, incluyendo impuestos que favorecen la renovación, reducción de impuestos para la renovación, y reducción de IVA para materiales sostenibles y servicios de construcción. Sin embargo, a pesar de esto, la tasa de renovación residencial sigue siendo baja debido a las barreras financieras, técnicas y de gestión que enfrentan los hogares. Posiblemente se ha sobrevalorado su capacidad para emprender un proceso tan complejo. Por ello, las one-stop-shops (OSS) o ventanillas únicas para la rehabilitación energética residencial (que asisten a los propietarios en el proceso de rehabilitación) pueden ser una oportunidad para incentivar la rehabilitación, si cuentan con recursos estructurales y se desarrollan lineamientos para su implementación a nivel local. En este contexto, el objetivo de la tesis es estudiar en profundidad la situación de las one-stop-shops para la rehabilitación energética en Europa y España, analizando sus tipologías, modelos de gestión, servicios, estructuras de funcionamiento, prestaciones a los usuarios, etc. Esto pretende determinar las características de éxito y causas del fracaso de éstas, y plantear una estrategia para su implantación estructural en España para que promuevan la rehabilitación sistemática del parque residencial. La tesis se ha realizado mediante una combinación de técnicas cuantitativas y cualitativas. En el trabajo cuantitativo se han utilizado encuestas, cuyos resultados han sido analizados con técnicas estadísticas tradicionales. Por su parte, el cualitativo ha consistido básicamente en entrevistas, cuyas respuestas se han analizado mediante categorización, afinidad de respuesta, etc. Los principales resultados han evidenciado los beneficios de la implementación de las OSS, sobretodo de las “all inclusive” que asisten a las familias en todas las etapas del proceso de rehabilitación residencial, desde la información hasta la auditoria energética posterior. También evidencian que los casos piloto que han obtenido buenos resultados han debido cerrar una vez que ha acabado su financiación pública. Por tanto, se deduce la necesidad de fondos estructurales para su funcionamiento generalizado. Finalmente, la reciente aparición de las Oficinas de rehabilitación en España, en el contexto de los Fondos Next Generation, cuya finalidad es exclusivamente ayudar a las familias en la obtención de recursos, abre una ventana de oportunidad a su transformación en OSS o ventanillas únicas para la rehabilitación energética.
