This paper deals with the importance of reindeer husbandry for the livelihood of indigenous peoples of the Russian Arctic and its economic, social and ethnic role. The aim of the study is to analyse the state of reindeer herding, identify priority problems that hinder its development and justify a system of measures to help overcome them. A retrospective analysis of the state of reindeer herding has been carried out . The reasons influencing the dynamics of growth of public and private livestock during the post-Soviet period were identified. The priority issues to be resolved for the further development of reindeer herding have been addressed: enabling entrepreneurs to develop; the use of special measures aimed at a gradual reduction of the number of livestock; the prevention of conflicts between companies in the extractive industry and indigenous ethnic groups.

This article presents the challenges facing reindeer herding as being both a profitable business and part of the traditional culture of the nomadic Indigenous peoples in the Arctic zone of Western Siberia which addresses substantial needs of the local population. Reindeer herding products are used as traditional nutrition, and as effective preventive means and remedies for adapting to the cold and geomagnetic activity in the High North. Export trends of traditional reindeer products have decreased local Indigenous peoples’ access to venison and had a negative impact on their health. Due to the COVID-19 pandemic, it is especially urgent for the Indigenous peoples to have sufficient access to traditional food and be involved in policy decision-making to maintain this traditional business. We aim to analyze the dependencies of Indigenous peoples on the reindeer produce–exporting “food value chain” and explore how (1) the independence of reindeer herders could be increased in these export chains and (2) how provision of their products to local communities could be secured. The study takes a multidisciplinary approach based on policy and socioeconomic analyses with input from medical research. Primary sources include data collected from interviews and surveys of Indigenous peoples during expeditions to the Nyda settlement, the Nydinskaya tundra, the Tazovsky settlement, the Tazovskaya tundra, the Nakhodka tundra, the Gyda and Gydansky settlements, the Yavai-Salinskaya tundra, the Seyakha settlement, the Seyakhinskaya and Tambeyskaya tundras located along the southern coast of the Ob Bay, the northeast coast of the Yamal Peninsula, the Tazovsky and Gydansky Peninsulas, and the Shuryshkarsky district. Data were collected during the summers and winters of 2014–2020.

The study hypothesis is determined by the statement that the identification of a set of issues covering all stages of introducing technogenic deposits into economic turnover will allow focusing on solving a set of complex problems associated with technogenic mineral accumulations (mining waste). The aim of the study was to identify problems requiring priority resolution, which, in turn, accelerated the transition to a circular economy (implementation of the concept of closed supply chains) in the context of handling technogenic mineral accumulations. In the course of the study, issues of legal nature were identified (caused by the absence of the legal status of technogenic deposits and the regulation of their use regime in the Federal Law of the Russian Federation “On Subsoil”). A number of aspects are due to the complexity and cost of development of technogenic deposits, which are rightfully classified as unconventional types of raw materials, and in most cases require state support (for involving in commercial exploitation) in the form of a system of economic incentives, the feasibility of which should be confirmed by newly-elaborated regulatory legal acts. State should use the tools of public-private partnership in solving waste problems, in particular, referring to the positively proven experience of implementing regional target programs for processing of technogenic mineral accumulations. Viability of transition to circular economy in the sphere of handling technogenic mineral accumulations depends on the timeliness of the identified problems solution.
