Has the quality of serosurveillance in low- and middle-income countries improved since the last HIV estimates round in 2007? Status and trends through 2009

Abstract: BackgroundHIV surveillance systems aim to monitor trends of HIV infection, the geographical distribution and its magnitude, and the impact of HIV. The quality of HIV surveillance is a key element in determining the uncertainty ranges around HIV estimates. This paper aims to assess the quality of HIV surveillance systems in low- and middle-income countries in 2009 compared with 2007.MethodsFour dimensions related to the quality of surveillance systems are assessed: frequency and timeliness of data; appropriaten… Show more

“…HIV surveillance in Sudan in particular has been described to be of good function according to the assessment of the quality of HIV surveillance in low and middle-income countries [ 37 ]. All included studies determined HIV antibodies prevalence range of 0 to 18.3% among different study populations, three studies concluded a prevalence more than 3% - which is the threshold of HIV infection to be considered as high [ 38 ], however, meta-analysis showed overall pooled prevalence of 1%.…”

“… 25 The geographical coverage of HIV surveillance systems at the beginning of 2000s was adequate only in Morocco while 10 years later Pakistan and Iran, and to some extent Djibouti and Sudan are on the way of achieving almost national HIV surveillance coverage in often challenging political and social environments. 9 …”

“…To assess the quality of HIV surveillance systems we adapted the method developed by WHO and UNAIDS that has been used to evaluate the HIV surveillance systems in low- and middle-income countries since 2002. 9 11 12 We used four parameters to assess the quality of HIV surveillance systems in the MENA countries: timeliness of data collection, appropriateness of populations under surveillance, consistency of the surveillance sites and groups measured over time, and coverage of the surveillance system ( table 1 ).…”

“…Five papers explain new estimation and modelling methods, assumptions about important parameter values and a description of software tools used in producing the 2009 HIV and AIDS estimates. 4–8 They are followed by a description of the quality of HIV surveillance systems in low and middle income countries as of 2009, 9 a country application of the new estimation software tools for Jamaica, 10 four analytical papers building on the results of the new set of global estimates 11–14 and one on recent surveillance data 15 which together provide insights into the impact of the AIDS epidemic and the effect of treatment and prevention interventions on the course of the epidemic. Finally, two papers look forward to some potential alternative models required to improve ways of modelling prevalence curves as HIV epidemics progress to new states.…”
