“…Durand and Espinoza (2021) highlight that the role of fiscal authority in supporting an individual economy is a key factor and that, due to the newly approved EU recovery instrument, significant improvement of economic damage caused by the COVID-19 pandemic can be achieved. Codogno and van den Noord (2021) and Butkus et al (2020) note that EU funds have a direct impact on the economic growth of the recipient country. They speak about the importance of responding before a potential crisis arises with a mechanism for ready reaction in the future.…”

“…On the other hand, the difficulties of integrating the results of individual interventions' evaluations, in order to draw conclusions in the context of evaluation of the CP as a whole, are significant (Rogers et al, 2015cited in HM Treasury, 2020 "Supplementary Guide: Handling Complexity in Policy Evaluation", 9). Thus, the CP has been evaluated more than any other EU policy (Bachtler & Wren, 2006;Butkus et al, 2020;Naldini, 2018;Pelucha et al, 2019), since it is recognized that evaluation contributes toward the improvement of planning, implementation, and accountability as well as the stakeholders' empowerment (Batterbury, 2006; European Commission [EC], 2017a, 53). However, recent research studies on the role of the evaluation of the CP point out that despite significant efforts by the EU member states (MS) and the regions, the quality of evaluations has improved slowly and unevenly, while their findings have not been utilized sufficiently (EC, 2019a;Greunz, 2018;Naldini, 2018;Pellegrin & Colnot, 2020;Stern, 2020;Ward, 2020).…”
