Abstract: Public spaces are equipped with 'public actuators', e.g., HVAC, lighting fixtures, speakers, or streaming TV channels to ensure their visitors' comfort. However, many public actuators rarely allow the visitors to adjust their operation, limiting their utility and fairness across the visitors.
