Tax collection and management is an important cornerstone to safeguard a country’s financial strength, and it is also a key task to realize the modernization of a country’s tax governance. This study examines the effect of tax-collection mechanism and management on technological innovation in China from 2007 to 2020. By using a fixed effect model, the findings indicate that a higher intensity of regional compulsory tax collection and management rises the level of technological innovation of enterprises. Strengthening tax collection and management is more conducive to raising the level of technological innovation of midwestern enterprises, non-high-tech enterprises and enterprises in a poor market environment. The concrete impact mechanism shows that tax collection and management improve the level of enterprises and technology innovation by using a tax credit-rating system and enhancing enterprises’ information transparency; the application of the Golden Three system has been more conducive to strengthening tax collection and management to enhance the level of enterprises’ technological innovation. The findings of this study have policy implications for China regarding rising innovation through tax collection

The authors' understanding of neuro-programming is the result of the impact on the human brain of information and communication technology (including educational one), through which in the human brain the programs of manifestation in the ontogenesis of internal creative potentials are written. This article summarizes the history of the formation of key neuro-programming technologies of the human brain as well as proves that the changes in the society's worldview are caused by the possibilities and quality of neuro-programming technologies that society uses. Having influence over worldview stereotypes and behaviour set by the society, neuro-programming technologies essentially ensure the national security of any state and the peaceful coexistence of states in the regions and on the planet as a whole. Using historical and philosophical methods, methods of conceptualization, systematization, modeling, etc., the authors have come to the conclusion that the modern world lies in a confrontation of security strategies, in which neuro-programming technologies play a key role.

A holistic framework for the design of leadership and management programs to accelerate leadership and management capability development in the workplace is presented. Previous models and frameworks have been primarily based on program design inputs and outcomes and have not adequately considered the mediating role of learning processes and learner preferences in the relationship between program design inputs and outcomes. Additionally, most existing models and frameworks do not offer holistic approaches. Four theoretical implications and five practical applications of the framework are presented. The three defining features of the leadership and management learning framework are the focus on the development of competencies that underpin effective leadership, the central role of learning facilitation in this development, and the workplace learning processes that enable leadership and management development, and specifically meta-learning processes. Contributions to theory involve the integration of meta-learning and facilitation in the framework and the six propositions posited. A series of practical implications for advancing leadership program design, delivery and evaluation is also presented.
