Horizon Scanning in Foresight – Why Horizon Scanning is only a part of the game

Abstract: Foresight and Horizon Scanning are often regarded as identical concepts with identical models and purposes. But they can be completely different activities, both in and for any kind of prospective activity as well as for strategy purposes. Scanning is no debate and no strategy building. Whereas Foresight is more process‐oriented and always includes a Horizon Scanning phase, Horizon Scanning is rather found at the beginning of any forward‐looking activity and can be an automatized stand‐alone approach for ident… Show more

Such organisations have to use foresight, which may help tame many unknowns of uncertainty through the selection of one of the different future options and creation conclusion for the present, and decision for one of the options (c.f., Ansoff, 1980;Martin, 1995;Barker & Smith, 1995;Cuhls, 2008;Liebl & Schwarz, 2010;Cuhls, 2003;Georghiou et al, 2008;Greenblott, O'Farrell, & Olson, 2018;Cuhls, 2019;Dobrowolski, 2020;Gordon & Helmer, 1964;Bright & Schoeman,1973;Martino, 1983;Andriopoulos & Gotsi, 2006;Popper, 2008Popper, , 2008a.…”

“…This approach uses a game‐like context to provide for immersive educational experiences and has proven efficacy in improving people's capacity to respond to real‐world challenges (dos Santos et al., 2019) and in changing behaviours, including performing more effectively in delivering sustainable outcomes (Morganti et al., 2017). This is to do with how it facilitates memory formation, which is supported by direct experience; this is also why immersive foresighting workshops (Cuhls, 2019) and exploration of options using models (particularly participatory modelling exercises; Voinov et al., 2016) are an effective means of demonstrating what other options might exist.…”

“…Now that the COVID-19 wave has hit Africa, one would have expected an influx of scientific expert opinions, viewpoints, commentaries, and even scoping and horizon scanning reviews from the African research community. Horizon scanning reviews provide foresight on emerging issues, and highlight critical issues to be addressed on a subject, even in cases where experimental data are not available (Cuhls 2015 ). It is in this regard that the voice of the African research community with intimate knowledge of the African sociocultural norms and practices should be raised high in the scientific discourse on COVID-19 in Africa.…”
