Social protection (SP) programs have become a widespread intervention to strengthen coping strategies in developing countries to improve the well-being of vulnerable households. Past studies have identified the positive impact of SP on ex-post poverty reduction. However, there is relatively scant evidence of the role of SP in reducing vulnerability to poverty (VtP). This study estimates the role of SP, in particular, the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) and public distribution system (PDS) in reducing household VtP in the eastern Indian state of Odisha. Firstly, the household VtP was estimated using the feasible generalized least squares (FGLS) method. Secondly, the role of SP in reducing household VtP was analyzed using the quantile regression (QR) approach. This study utilizes cross-sectional data of 1506 rural households from the State of Odisha.The FGLS estimates show that the household VtP rate is 42.43% as opposed to the current poverty rate of 32.87% in the state. The QR results demonstrate that the households that participated in the MGNREGA program are less likely to fall into poverty than those without it. However, household access to the PDS is observed to have no significant association with vulnerability.

Bài viết dưới đây phân tích về những vấn đề có thể gây ra mâu thuẫn và chia rẽ xã hội tại Việt Nam bao gồm: nghèo đói và bất bình đẳng kinh tế; sự phức tạp của mạng xã hội; sự phức tạp của quá trình di cư, đô thị hóa; và đối đầu với hậu quả môi trường. Đối với nghiên cứu trong tương lai về vấn đề đoàn kết xã hội, việc nghiên cứu sự tiếp biến văn hóa (acculturation) (Vuong & Napier, 2016a) và cộng tính văn hóa (cultural additivity) (Vuong et al., 2018) của các luồng tư tưởng và giá trị phương Tây như nữ quyền, dân chủ, quyền cá nhân, v.v... vào hệ thống giá trị lõi tại Việt Nam là rất quan trọng trong việc làm rõ các rủi ro mất đoàn kết và hài hòa xã hội. Bên cạnh đó, các nghiên cứu lý thuyết để phân biệt và tạo cầu nối giữa “đoàn kết xã hội,” khái niệm do Emíle Durkheim khởi xướng, và “hài hòa xã hội”, khái niệm tồn tại lâu đời trong tư tưởng Nho Giáo cũng là cần thiết.

Concept of vulnerability to poverty appears by a presence of shocks as an important dimension of poverty. The existence of shocks lead to insecurity in household welfare. This measurement of vulnerability to poverty is trying to measure probability of households fall in to poverty in the future. This study aims to measure household vulnerability to poverty and examine its determinants on the basis of a household survey data for Indonesia. Sampel data used is secondary data from IFLS 5 (Indonesia Family Life Survey) year 2014. The measurement of vulnerability to poverty is analyzed using three stage FGLS (Feasible Generalized Least Square), while its determinant is analyzed using logit regression methods. Results of this study show that Lampung province, DKI Jakarta, Sumatera Utara, Sumatera Barat, Kalimantan Selatan, dan Nusa Tenggara Barat have a high average value of vulnerability to poverty. Moreover, Lampung Province is the most vulnerable in 2014. Furthermore, this study find that age of household head, education of household head, household size,location, saving ownership,and land ownership have a significant effect on household value of vulnerability to poverty.
