How China Government Promoted Enterprises’ Participation in Vocational Education in Various Historical Stages: Multidimensional Analysis Based on Industrial Education Integration Policies from Years 1978–2021

Abstract

The research takes the relevant policies on the integration of industry and vocational education at the national macro level from 1978 to 2021 as the research sample, and analyzes the dynamics of governmental supports and semantic network to promote enterprises to participate in vocational education in various historical stages. This research demonstrates that: (1) the input of the central government to promote enterprises to participate in vocational education schools has continuously increased to 37.04%, and the attention structure has been changed from direct intervention in enterprise schools to coordinated integration of multi-agent resources from 1978 to 2021. (2) From the perspective of dimensions, the attention of enterprises participating in vocational education has changed from a single dimension of practical training, incentive policy and participation mode to a diversified system of practical training leading management system, incentive policy and multi-dimensional coexistence. (3) Under the strategic background of the new development pattern, in the future, the Chinese government should consider activating the market and subjects as the core, determine and control the market-oriented efficiency margin as the extension, and systematically innovate the system supply logic of enterprises participating in vocational education.
