How Do Farmers Respond to Water Resources Management Policy in the Heihe River Basin of China?

Abstract: Reducing agricultural water use is an inevitable choice to alleviate water shortage in arid and semi-arid regions, and high-efficiency irrigation technologies provide conditions for water conservation. However, without unified water resources management policy to redistribute the saved agricultural water, farmers’ behavior will lead to water rebound and large-scale expansion of cultivated areas, especially on the edge of oasis regions. To solve these issues and promote the sustainable development of water reso… Show more

“…Excessive sedimentation in irrigation systems gradually blocks the flow of irrigation water, causes water stress and unfair distribution [20], damages infrastructure, and may trigger the complete collapse of irrigation systems. Since irrigation is a major consumer of water [21,22], the loss of water due to damage to infrastructure by excessive sedimentation results in a decline in water availability and increased competition among different water uses and users. The management of sedimentation in irrigation systems requires large and continual maintenance and operation investments [23].…”

“…Water resource management is pivotal for Pakistan to fulfill the current needs [98]. A unified water resource management policy is warranted by using sophisticated and efficient irrigation technologies to save and preserve water in water abundant areas and redistribute it to fulfill the water needs in arid and semi-arid regions [36]. Further, strengthening the integrated disaster preparedness CCPOA1-the institutional capacity building-is ranked second, followed by water security (CCPOA2) and natural resource management (CCPOA5) ranked third and fourth, respectively.…”

“…It is highly recommended by experts to reduce water consumption and increase its conservation by using high-efficiency irrigation technologies. Moreover, it is also necessary to alleviate the water shortage in arid and semi-arid areas [36]. Such efforts would add to the efforts of natural resource management.…”

“…Alternative, cutting‐edge techniques such as process‐based (Tolosa, ), agent‐based (Fan & Shibata, ; Rouleau & Zupko, ), and bio‐economic modeling (Li, Zhou, & Shi, ; Thomas & Dunston, ) could be used to resolve some limitations of our model. Specifically, the integration of these modeling techniques may enable the model in this study to utilize probabilistic modeling to generate estimates (e.g., spatial and temporal estimates of economic, trade, and atmospheric/climate dynamics) to inform current or missing dynamic relationships.…”
