How do planners manage risk in alternative land development models? An institutional analysis of land development in the Netherlands

Abstract: While risk is a key concern in property development, it tends to be discussed by planners only relative to the effects of regulatory planning on private sector risk. Yet planning encompasses a broad range of activities that go beyond its function of regulating private sector development. Despite active approaches to land development being commonly used across different planning contexts, frameworks for analysing public sector strategies to address risk are rarely discussed. We attempt to redress this deficit b… Show more

“…a cognitive mechanism is recognized as one of the institutional factors, which is consistent with our study [30]. The literature also reflected that looking into risk is crucial in initiatives intended for land development [32]. In the biomass industry, the risk is an interesting topic in relation to biomass supply chains [34][35][36][37][38].…”

“…Risk is a key aspect in the development process. In the development of cities, attention should be paid not only to profits but also to risk assessment and management [12]. Therefore, various risks related to development need to be handled in planning, including natural disaster risk [13,14] and flood risk in land allocation [15].…”

“…Valtonen [23] conducted a comparative case study on risk management in public land development projects in Finland and the Netherlands. O'Brien [24] examined the effects of three land development models, highlighting the significance of institutional analysis. The results yielded references to optimize land resource allocation, yet there remains a dearth of studies examining the intensive land use viewpoint.…”
