“…Na Europa, as primeiras políticas voltadas para a temática surgiram na década de 1960, porém alguns países, como a Irlanda, acabaram adotando políticas desse caráter devido à obrigatoriedade de articulação entre planos e programas nos diferentes níveis nos anos 2000 (EUROPEAN COMMUNITIES, 2001;EGERAAT, 2019).
