How Long Do Offenders Escape Arrest? Using DNA Traces to Analyse when Serial Offenders Are Caught

Abstract: Why is it that some serial offenders are arrested quickly and others only after a long period, or never at all? What characterises offenders who continue to escape arrest despite their continued involvement in crime? To be able to answer these questions, arrested (identified) offenders must be compared with never arrested (unidentified) offenders. In this paper, data from the Dutch DNA database are used to assess which characteristics of the criminal behaviour of unidentified offenders influence the probabilit… Show more

“…How long offenders manage to escape an arrest has been recently studied through the use of DNA links, as well as if mobile offenders are less likely to be caught (Lammers et al, 2012;Lammers and Bernasco, 2013). Lammers (2014) has also compared patterns of arrested offenders from those who are not arrested.…”

“…links based on situational information may be assumed on the basis of very specific MO or more common ones, etc. In all cases, DNA offers the most certain relationships than other material evidences, than situational information (with the exception of cases committed the same day in the same place) and than behavioural aspects [11], [12].…”

“…Three studies by Lammers et al were included in this systematic review. Lammers, Bernasco, and Elffers (2012) [9] used data from the Dutch DNA database to examine whether the seriousness of previous crimes, the amount of previous crimes, and possible specialization in crime type affected the probability of arrest by comparing two or more crimes where the same DNA profile was found at the crime scene of identified and unidentified offenders 1 in violent crime cases, sexual offense cases, and high-volume crime cases. According to Lammers et al, 35% of offenders who leave their DNA at the crime scene will not be arrested within eight years.…”
