How to select the right public partner in smart city projects

Abstract: Firms that want to exploit Smart City's opportunities need to cooperate with local governments. From a managerial point of view, there is scant research on how to select public partners in Smart City projects. In fact, while there are several cities claiming to be ‘smart’, not all cities fulfil the essential requirements for successful Smart City projects. This paper shows how to build successful public–private alliances in Smart Cities and, more specifically, how to select the right city to test, develop or s… Show more

“…Last but not the least, outside the firms, the new perspective for the industry could change the rules of the competition also in privatepublic alliance by allowing partners to differentiate its offering competitively in ways of successful performance that can help stakeholders focusing on strategies required to sustain and build on field key priorities for users (Nishtar, 2004;Sandulli, Ferraris, and Bresciani, 2017). On the other hand IoT technologies could reduce the information and communication by designing data and governance architecture useful to manage and share data, knowledge, processes and goals useful to improve social wellness and safety assistance (Elwyn et al, 2007).…”

“…Trust is a governance element that is influenced by some of the other dimensions that have been described above. The literature shows that trust can serve as a very strong enabler of ecosystem effectiveness as it stimulates lasting, mutually beneficial relationships among partners (e.g., Sandulli et al 2017;Cobben and Roijakkers 2019). In some cases, trust can even serve as an effective alternative to control-based governance structures to align partners in working towards common ecosystem goals.…”

“…Ardito et al 2019;Ferraris et al 2018), and the role of human resource management practices in large firms who are involved in several smart city projects at the same time . Second, previous studies have explored very early stage governance in smart city projects, focusing on partner selection from the perspective of the firms involved (Sandulli et al 2017) and on top-down strategy development (e.g. Letaifa 2015).…”

“…The term 'smart sustainable city' is used to denote a city that is supported by a pervasive presence and massive use of advanced ICT, which enables cities to become more sustainable and to provide citizens with a better quality of life. In more detail, it can be described as a social fabric made of a complex set of networks of relations between various synergistic clusters of entities that in taking a holistic and systemic approach, converge on using and applying smart technologies that enable to continuously create, employ, and disseminate solutions that help provide a fertile environment that is conducive to improving the contribution to the goals of sustainable development (Bibri and Krogsite, 2016;Sandulli et al, 2016;Bakici et al, 2013). The combination of smart cities and sustainable cities, of which many diverse definitions are available, has been less explored as well as conceptually difficult to delineate due to the multiplicity and diversity of the existing definitions.…”

“…From the firm perspective, it is essential to exploit these positive synergies to innovate the business model, to create value over the long period (Scuotto et al, 2016) and to rethink and to adapt the business process management both inside and outside the firm (Del Giudice, 2016). To do this, private managers need to carefully collaborate with other stakeholders within the ecosystem, mainly with public governments, leading to some criticisms, which is typical of public-private partnerships (PPP) (Sandulli et al, 2016).…”
