The COVID‐19 pandemic has created a crisis that is challenging national and local governments to innovate in their responses to novel problems. Despite similarities to the challenges confronted in developed countries, for Latin American governments, these problems are amplified by structural obstacles such as social inequalities. These countries must respond with capacities and resources that are often limited by spoils systems and by social and political polarization. This essay provides an overview of some innovative practices in Argentina, Brazil, Chile, Colombia, and Mexico. In particular, this essay concentrates on some salient collaborative efforts in the region. To draw lessons from these practices, the authors focus on the formal and informal institutions that facilitate or obstruct collaboration across jurisdictions. The findings are discussed in terms of the transaction costs of collaboration identified in these experiences.

Resumo O projeto de metropolização em cidades médias torna-se uma nova realidade no Brasil, a medida que as políticas públicas incentivam a aprovação de projetos de lei voltados a criação de regiões metropolitanas. O objetivo geral da pesquisa é analisar a configuração espacial da viabilidade ou impossibilidade de metropolização da RMPF. Metodologicamente, foi analisada a configuração espacial da RMPF, por meio do método da sintaxe espacial da malha viária dos 23 municípios da RMPF. A pesquisa foi realizada com os líderes do segmento dos 23 municípios que compõem o projeto RMPF. Para coleta de dados foram entrevistados 159 líderes de segmentos (industrial, educação, saúde, bancários, empregatício e arquitetos e urbanistas), sobre a possibilidade de Passo Fundo se tornar uma metrópole. Os dados foram tratados estatisticamente pelo modelo matemático de regressão linear. Os resultados da possível Característica de Metropolização (CM) da RMPF, numa escala de 1 a 10, apresentou o valor de 4,1438, indicando que o projeto de metropolização apresenta debilidades. A constituição da metropolização em cidades médias requer mais do que um marco regulatório e condições objetivas, necessita uma construção social e política.

The automobile has played a fundamental role in the development of cities in the daily movement of people. This paper analyzes the explosive increase in the number of motorized vehicles in the municipalities of Chile. Additionally, due to its national relevance, a disaggregated analysis of the Metropolitan Area of Santiago is presented. Through statistical data of the last 20 years, the analysis evidenced an explosive but differentiated increase of the automotive fleet. Results show the poorest municipalities with a lower dynamism, while those of the more affluent sectors experience exuberant increases. Particularly in the Metropolitan Area of Santiago, the results follow the same pattern, dynamics that jeopardize the planning and sustainability of national urban areas. A reflection is made focusing on the type of city that is being planned and built throughout the country and the urgency of a strategic public policy in urban public transport.
