O histórico da segurança humana e o (des)encontro das agendas de desenvolvimento e segurança O histórico da segurança humana e o (des)encontro das agendas de desenvolvimento e segurança AbstractThe article seeks to reconstruct the trajectory of human security on the Human Development Report (HDR) from the United Nations Development Program (UNDP) of 1994 and on the International Commission on Intervention and State Sovereignty (ICISS) Report of 2001. We intent to demonstrate that there is little dialogue and contribution between the two. For that, we trace the history of the concept of human security, focusing on the mentioned reports, Rev. Carta Inter., Belo Horizonte, v. 12, n. 3, 2017, p. 104-129 105Raquel Maria de Almeida Rocha seeking to evidence the way by which the agendas of development and security have a low level of debate, dialogue and contribution amongst them. Out methodology includes literature review, interviews and analyses of documents and reports of the UN system and the ICISS for process tracing.

Devising a more precise operational definition of human security has been elusive, hampering efforts to create an effective global framework. This article develops a framework for operationalizing a development-oriented approach to human security that establishes clear research and policy priorities. The analysis stakes out a middle ground between expansive and narrower human security approaches revealing they are not as polarized as sometimes portrayed, and argues that human security and human development are distinct but complementary; whereas the former is a relative condition and the latter is a longer-term process. The paper proposes a deprivation–vulnerability approach to human security, based on the analysis of threats and vulnerabilities conditioned by deprivations and exclusions, and takes initial steps at developing a human security risk management model that initially prioritizes populations more vulnerable to harm.

AbstractMost actors in the field of foreign aid agree with the call for coordinated engagement in fragile states in order to more effectively counter the consequences and origins of state failure. However, despite such demands, governments from OECD countries as well as multilateral agencies that are engaged in fragile states often continue to act in an uncoordinated manner and fail to reach higher levels of harmonisation. Why is effective coordination so hard to achieve? This article argues that three major challenges explain the persistent problems of donor harmonisation in fragile states: (1) the cognitive challenge of explaining the origins of state fragility and deducing effective instruments and interventions; (2) the political challenge of reconciling divergent political motives for engagement; as well as (3) the bureaucratic challenge related to the organisational logic of competing aid agencies.
