AbstractThe article seeks to reconstruct the trajectory of human security on the Human Development Report (HDR) from the United Nations Development Program (UNDP) of 1994 and on the International Commission on Intervention and State Sovereignty (ICISS) Report of 2001. We intent to demonstrate that there is little dialogue and contribution between the two. For that, we trace the history of the concept of human security, focusing on the mentioned reports, Rev. Out methodology includes literature review, interviews and analyses of documents and reports of the UN system and the ICISS for process tracing.
