Hurricane storm surge in Volusia County, Florida: evidence of a tipping point for infrastructure damage

Abstract: Storm surge often is the most destructive consequence of hurricanes and tropical storms, causing significant economic damage and loss of life. Many coastal communities that are located in high-risk areas vis-à-vis hurricanes and tropical storms are prepared for moderate (between six and eight feet) storm surges. Such preparation, though, is not commensurate with more severe, but less frequent, storm surges (greater than eight feet). These gaps in preparedness have serious implications for community resilience.… Show more

“…The role of the storm surge is directly linked to the coastal susceptibility, since the most relevant response of a beach in terms of sensitivity is linked to severe extreme events that are typically associated with low-pressure weather systems characterized by geographic-related features, such as wintertime and summertime storms [47,48], tropical typhoons [44,49], and hurricanes [50,51]. Under the susceptibility viewpoint, the larger is the storm-surge height, the stronger and more severe is the impact on the beach.…”

“…Firstly, extreme weather events may modify the features of a country in terms of local productive capacities and therefore reduce its ability to absorb the flow of capital coming from the rest of the world (absorptive capacity). In fact, climate shocks generally damage the infrastructures; degrade human capital, deteriorate macroeconomic environment and may weaken institutions quality through violence, political unrest and civil war, among others (Hendrix and Salehyan, 2012;Burke et al 2015;Harari and Ferrara, 2018;Helderop and Grubesic, 2019). Helderop and Grubesic (2019) state that extreme weather events significantly degrade human capital and infrastructures.…”

This destruction of the absorptive capacity may reduce the economic returns of existing and additional capital, especially, financing coming from abroad.…”

“…Remote sensing-data analysis also informs exposure to natural hazards of different intensities (Helderop and Grubesic 2019), hazard planning and preparedness. Slowonset natural hazards such as droughts can cause the drying up of vegetation, crop loss, food insecurity, and famines.…”
