“…Hypoxia, generally defined as a reduction in oxygen availability below the organism's requirements, is invariably present in complications of birth and is believed to be the cause of the subsequent intellectual impairment which is frequently observed (Gottfried, 1973;Meier, 1971). The importance of fetal hypoxia in complications of pregnancy is more difficult to assess for other, often potentially more damaging, factors are also present.…”

“…The consequences of prenatal and early postnatal oxygen deprivation have been the object of concern for a number of years. Although the majority of such studies have dealt with mammalian forms (see reviews in Meier, 1958Meier, , 1971, compelling evidence indicates that oxygen deprivation in avian embryos during specific prenatal periods can produce specific deficits. Meier & Menzel(l955), for example, found that oxygen deprivation of the medial lethal extent at Day 8 of incubation, produced by submerging the eggs in warm distilled water for several minutes, led t o particular postnatal visual-motor disturbances, this period of deprivation being a time during which considerable development of the visual-motor system was occurring.…”

“…Take a specific problem: the inference of early hypoxic trauma in the appreciation of cerebral palsy, mental retardation, and related neurological-psychological problems in the school-age child (Meier, 1971). A relation between hypoxia at birth and behavioral dysfunction has been seriously advanced for well over a century.…”
