“…On the one hand, decentralization brings the organizations responsible for making decisions and providing services ‘closer to the people’. It often provides a mandate for leadership to one or more of those organizations, which can lessen dependencies between local and central actors, reinforce some degree of local autonomy and discretion in terms of decision‐making and self‐organization, and may make it easier for local authorities to interact with each other and monitor and enforce cooperative behavior among network participants, relative to centrally administered networks (Bossert, 1998; Faguet, 2012; LeRoux et al, 2010; O’Neill, 2003; Persha & Andersson, 2014; Provan & Milward, 2001). Together, this view of decentralization suggests that the reform would have positive consequences for motivating or engendering collective action among organizations in contributing resources within the local governance network.
