¿La minería para el buen vivir? Large-scale Mining, Citizenship, and Development in Correa’s Ecuador

Abstract: Through a persuasive discourse on well-being and citizen “participation,” Ecuador Estratégico, a government agency tasked with implementing buen vivir (good living) in regions of resource extraction, plays a pivotal role in justifying and legitimizing resource extraction locally. An examination of the practices and discourses of this state institution and of the responses of community members and the ways they negotiate citizenship in the context of mining-based development calls into question the mobilization… Show more

“…Often, pro‐mining sentiment is described as ‘internalized’ pro‐development ‘governmentality’ (Van Teijlingen, 2016: 905) where people are ‘seduced’ or ‘co‐opted’ in the ‘delirium’ of financial gain (Martínez Novo, 2018: 56–57; Vallejo et al., 2016: 46–47). For instance, in their analysis of the Mirador case, Van Teijlingen and Fernández‐Salvador (2021: 252) describe pro‐mining positions as ‘very much influenced by a mestizo logic’ — even though the anti‐mining campaign is mestizo‐led and has faced organized opposition from some Shuar (see Fernández‐Salvador, 2017: 142). We can imagine what the leaders of Yawi and Warints would think of this methodology.…”

“…Typically, this scholarship analyses the discourses and positions of transnational companies, governments and local pro-mining groups who use references to 'responsible mining', employment, local development and, lately, post-COVID recovery to legitimate mining among local inhabitants (Gudynas 2016;Godfrid 2016;van Teijlingen and Fernández-Salvador 2021;Benites and Bebbington 2020). These discourses and the mining projects they seek to legitimate are generally confronted by peasants, indigenous groups and local tourist operators who fear the encroachment of their land and rivers, with detrimental effects on their livelihoods.…”
