Identifying factors affecting the acceptance of government to government system in developing nations – empirical evidence from Nepal

Abstract: Purpose This paper aims to examine the factors that might influence the acceptance of government-to-government (G2G) systems in the Government of Nepal (GoN), to enhance the communication for coordination among government agencies. Design/methodology/approach After reviewing the Unified Model for E-Government Acceptance (UMEGA), interviews, focus group discussions with government officials and interviews with the retired senior government officials, a conceptual model has been proposed. The model is empirica… Show more

“…Table 2 lists empirical research on the acceptance of informatization, focusing on public officers. Although there is already a tremendous amount of research into technology acceptance, we examined the recent research as much as possible, focusing on the time period after the mid-2010s in order to reflect the latest research trends [30][31][32][33][34][35][36][37][38]. As shown in Table 2, the most recent acceptance of informatization studies was conducted in developing countries, because developing countries have applied e-Government in the public sector, and even some developing countries still have difficulty adopting e-Government due to technical and organizational factors.…”

“…As shown in Table 2, the most recent acceptance of informatization studies was conducted in developing countries, because developing countries have applied e-Government in the public sector, and even some developing countries still have difficulty adopting e-Government due to technical and organizational factors. From the aspects of research frameworks, most studies have used a similar framework based on the existing user acceptance model involving the Unified Theory of Acceptance and Use of Technology (UTAUT) [32][33][34][35][36]38]. This study is closest to the user acceptance approach, because GaaP is currently not embedded in the public sector.…”

“…The authors (Kirat Rai et al, 2020) of the following paper examine the factors influencing the acceptance of, or the behavioral intention to use, the government-to-government (G2G) systems in developing countries. By exploring the case of Nepal, the authors identify and test several factors conducive to G2G acceptance.…”

“…The UMEGA model is a recent model of electronic-government adoption. The distinction between the UMEGA model and other adoption models such as the TAM theory (Davis, 1989), and the UTAUT theory (Venkatesh, Morris, Davis, & Davis, 2003) is that it is designed, developed and validated purely for e-government (Kirat Rai, Ramamritham, & Jana, 2020;Verkijika & De Wet, 2018). The UMEGA model provides a comprehensive evaluation of previously nine well-known theoretical models, combined the constructs together and then rigorously validated it by combining outperformed variables.…”

“…The level of positive appraisals or evaluations affect the individuals' intention to use services and technologies. There are plenty of evidences in earlier literature which validate the association between attitude and intention in the e-government context Kirat Rai et al, 2020;Verkijika & De Wet, 2018). Accordingly, it is hypothesized that the high intention to use open data technologies is influenced by the individual's positive evaluations or appraisals.…”
