Introduction. The choice of Korea and Türkiye to analyze the behavior model within the framework of the changing international order is primarily due to such facts as maintaining close ties with Washington since their formation and their reference to each other as “brothers in blood”. Nevertheless, the historical paradigm of building the foreign policies has shown that there are some common directions that should be marked as “brotherhood in spirit”. The comparative analysis given in the article identifies the modern behavioral models of “the land of morning calm” and the Republic of Türkiye towards a changing geopolitical reality. The purpose of the study is to analyze the common points of intersection in the political processes of the two republics from the moment of their formation to the present days, also to identify the role of the “middle powers” during the Ukrainian crisis. Materials and Methods. The methods of induction and deduction, the method of content analysis, the method of comparison and analysis, and the statistical method as well as the civilizational approach were used in the research process. Due to the methods used, the authors of the article have managed to conduct a comparative analysis in these planes. The information base was made up of materials presented in news sources, statistical materials of international organizations, publications of scientists and experts. Results. A comprehensive country comparative analysis of states’ foreign policy trends in the XX and XXI centuries has been carried out, as well as their interaction with the “West” and the “westernization” of their course at the present stage – “brotherhood in spirit”. Also, the researchers have carried out main conclusions on their role of middle powers and regional actors due to the ongoing tectonic shifts in the international paradigm. Discussion and Сonclusion. Analyzing their “brotherhood in spirit” during the Ukrainian events, it is noted that Türkiye, in comparison with Korea, pursues a more independent course from the West, taking into account its own interests, while both are characterized by a “two-track” policy. Both states are taking a wait-and-see position in the conditions of the emerging political conjuncture of global interaction. The practical significance of the work is the analysis of the behavior of two countries – Korea and Türkiye – as “middle powers” in a changing world order. The obtained results can contribute to further study the role of this type of state in the “West–non-West” relationship.

The foreign policy realized by Turkeys president clearly evidences the fact that Erdogan does not accept todays world order as a model for the near future. This has led to the proposition of The World Is Bigger than Five formula since 2013. At least in several key regions, Ankara attempts to change the world order through more than emotional declarations; it uses both hard and soft power in the Eastern Mediterranean, Middle East, Black Sea region, Caucasus, and Central Asia. The main indicators of Turkish soft and hard power (military, economic, technological factors, and attractiveness of mass culture) are examined to identify possibilities of Turkey to change the balance of power in key regions and on a global scale. From 2007, the vision of Turkey as an influential actor globally has been propagated by the Turkish elite of the Justice and Development Party (AKP). Geopolitical, civilizational, and systematic approaches are used. The research process is carried out within the paradigm of classical and critical geopolitics. During the AKPs time in power, moderate Islamists gave Turkey a new impetus - a return to its civilizational roots. One must note the states development of its economy, military-industrial complex, and the new national position globally as a patron of every Muslim. Modern Turkey can be considered a great regional power with sectoral global leadership in its military attainment, and due to the attractiveness of its model of development. Ankara invests heavily in soft power, its success is based on the Turkish development ideology, which represents a synthesis of neo-Ottoman, neo-Pan-Turkic and pan-Islamic ideas. The revival of Turkey as a regional power and its desire to become a world power will inevitably increase the space of contradictions in Russian-Turkish relations, reducing the sphere of cooperation between the two countries.
The study is devoted to the applied analysis of the concept of multi-vector in the foreign policy of Recep Tayyip Erdogan during his presidency from 2014 to 2022. Türkiye’s foreign policy is of particular interest to researchers. Ankara is actively involved in regional and world politics. Turkish foreign policy is characterized as multi-vector, but different approaches to the definition of Turkish multi-vector are used in scientific research. The purpose of the study is to identify the main vectors of R.T. Erdogan’s personal diplomacy during his presidency. The relevance of the work lies in the application of a quantitative method that allows identifying the main vectors of R.T. Erdogan’s foreign policy on the basis of the collected database of his foreign policy contacts. The method is different in that it is free from the influence of the researcher’s personal preferences in analyzing foreign policy and the influence of individual high-profile, but isolated events. The database covers the entire period of the presidency of R.T. Erdogan from 2014 to the end of 2022 and includes all foreign policy contacts published on the website of the President of Türkiye. The developed methodology allows not only to see the main vectors of foreign policy, but also to assess their depth on the basis of mathematical calculations. As a result of the analysis, the main macro-regional vectors and countries in each of the vectors were identified, and the depth and quality of contacts with these countries were measured and presented. It was also found that the Turkish President actively interacts with the local level of government. Moreover, he implements the diplomacy of the second track. It covers the main macro-regional vectors from the side of public diplomacy. The database and the method allow us to assert that the policy of the Turkish president is indeed multi-vector, but the multi-vector nature of this policy is much deeper and goes beyond relations with countries. During the work, promising areas for future theoretical and applied research were identified.
