The Constitution of Kenya, 2010 promised Kenyans a devolved system of county governments that would bring services closer to people and allow local people and communities to make decisions and manage their affairs through their elected leaders and representatives. Furthermore, article 10, read together with article 232 of the constitution, promises Kenyans good governance and a public service that upholds the principles of integrity. However, the environment for the implementation of devolution has had several obstacles due to various challenges experienced over time. Since the onset of devolution, county governments in Kenya have faced serious performance challenges, some of which have been attributed to the fact that they have not been able to achieve their desired results due to poor employee performance on service delivery. This study sought to investigate the effect of training and development on employee performance in the county government of Kakamega, Kenya. The study used a descriptive research design. The target population for this study was 6,266 employees of the County Government of Kakamega. The study used a sample size population of 375 employees. The data collected for the study were presented using tables and analyzed using Statistical Package for Social Sciences (SPSS). The validity of data instruments was ascertained by both theoretical and empirical literature, while data reliability was confirmed using Cronbach’s alpha test approach. The findings revealed that there was a statistically significant relationship between training and development and employee performance among employees of the County Government of Kakamega. The study recommended that the County Government of Kakamega should prioritize the training and development of employees by committing more budget allocation and supporting these commitments with strategic plans, clear policies, and dedicated establishments to enhance employee performance and service delivery.

The purpose of this study is to establish the effect of training and development on employee attraction and retention in the mining sector in Zimbabwe. The mining industry in Zimbabwe has been extensively affected by the loss of key personnel in key areas such as engineering, metallurgy and geology among others. The loss of such vital employees in the mining sector has had a negative impact on output and consequently loss of the much-needed revenue to the Zimbabwean economy. It is against this background that there is need to establish the establish the effect of training and development on employee attraction and retention in the mining sector. The quantitative method research was employed in this study. An interview guide was used to collect data during consultative meetings and semi-structured interview platforms. The purposive sampling technique was employed in this study. The main findings were poor employee motivation due to the failure to train and develop personnel but poor leadership style being employed, lack of employee ascension to higher levels within the organisation. This study recommends that managers in the Zimbabwe mining sector should strive to train their employees so that their skills remain current as well as developing employees in a bid to expose them to perform additional duties and assume positions of importance in the organisational hierarchy.

This essay discusses the need for Covid 19 prevention training program and its effect to community members. Community training create enabling environment for community members to critically look to their skills, prepares community members to adapt new lifestyle in systematic and in logical manners in how they address the immerging health challenges. Community training stimulates, motivates, empowers and streamline community members to improve quality of their lives and ability to deals with life challenges, particularly in health and personal hygiene. The community training increase health promotion effect and has higher chance of improving how community members may be able to comply and adhere to the instructions of Covid 19 preventions. Community training has an effect on positive attitude and safe community and working environment which also bring good relationship between community members and leaders, employers, employees and visitors of community organizations or places. The community health training fosters collective responsibilities to respond to new health challenges and motivate community members to easily adapt new knowledge and attitude to eliminate diseases of public health importance. The main purpose of this training must be to increase knowledge, skills and improve mental health condition that will influence psychosocial change and remove discouraging factors that has been observed to critically affecting the community and health staff in providing services while fighting Covid-19 to increase vaccine uptake. The training program should use competent trainers with well-planned and structured contents that include specific goal, objectives, and training activities to address mental health; Depression, anxiety, psychological distress and vaccine intake hesitance. The appropriate Pedagogical approaches of training will be able to create effective interaction between trainees and trainers for effective learning that influence changes.
