Human rights abuses are the center of every country in the world, as they are the result of their dominance over the weak, or other things like ignorance, lack of law enforcement, etc. And so it is in the world of education, which ought to be a center of understanding and awareness of human rights, through history study. But rather often, human rights abuses come from academic environments such as schools and colleges. The study aims to analyze the implementation of human rights values in history study. The study uses a qualitative method with a library research approach, whereas the data-collecting technique is a document or documentary study instrument. These findings suggest that the study of history has affected the behavior of students that reflect the virtues of human consciousness. Human rights values such as equality and the ban of discrimination (nondiscrimination) are reflected in students after the historical learning process is done, it can be seen both inside and outside the equation. Thus history study alone has significant effects on students, such as mutual respect of opinion, upholding the values of tolerance, cooperation and so forth. The conclusion of the article is that the effectiveness of learning needs to be optimized so that the human rights reflected in every historical event are capable of being thoroughly analyzed and understood by learners, which are then a provision for students to live national and national.

Penelitian ini memiliki tujuan untuk menganalisis dan mengkaji mengenai perlindungan hak kebebasan dalam berpendapat yang ditinjau dari sudut pandang ICCPR serta pelanggaran HAM yang dilakukan oleh aparat penegak hukum Kazakhstan dalam aksi demonstrasi dan bagaimana pertanggungjawaban dari pelanggaran tersebut. Penelitian ini menggunakan metode penelitian hukum normative dengan menggunakan pendekatan konseptual, instrument hukum, dan kasus. yang dianalisa menggunakan metode deskriptif dan argumentasi dengan memberikan penjabaran terkait permasalahan yang diteliti berlandaskan bahan hukum yang berkaitan dan selanjutnya peneliti memberikan argumentasi hukum yang logis berdasarkan penilaian penalaran. Hasil penelitian ini menunjukkan bahwa kebebasan berpendapat telah mendapat perlindungan pada ICCPR yang telah ditentukan pula batasan-batasan dari pelaksanaan hak ini. Selain itu, hasil penelitian yaitu mengetahui pelanggaran HAM yang dilakukan apparat penegak hukum Kazakhstan berdasarkan UDHR dan ICCPR serta pertanggungjawabannya berdasarkan Draft Article of Law Comission. This study aims to analyze and examine the protection of the right to freedom of expression from the perspective of the ICCPR as well as human rights violations committed by Kazakh law enforcement officers in demonstrations and how to be held accountable for these violations. The research method used in this study is a normative legal research method using a conceptual approach, legislation, and a case approach which is analyzed using descriptive and argumentative methods by providing an explanation of the problems studied based on related legal materials and then the researchers provide legal arguments that logically based on the judgment of reasoning. The results of this study indicate that freedom of expression has been protected by the ICCPR which has also determined the limitations of the exercise of this right. In addition, the results of the study are to find out human rights violations committed by Kazakh law enforcement officials based on the UDHR and ICCPR and their accountability based on the Draft Article of Law Commission.

The press or mass media is one of the pillars of democracy that functions as a balancer and means of control for the course of government and social life. This study focuses on the role and position of the Press Council in providing legal protection for the journalist profession who does not have a Journalist Competency Test program certification (Uji Kompetensi Wartawan or UWK). This research is normative legal research. Normative legal research emphasizes the coherence between the concept of law and the rule of law. In addition, this study also uses primary, secondary, and non-legal materials. The approach in this study uses a conceptual approach and a statutory approach. This legal research states that UWK as organized by the Press Council is the general ethical will of the journalist community to be bound by an instrument that targets the determination of competency parameters of the journalist profession. Furthermore, the state's responsibility for journalists who have not followed the UWK is carried out through two legal protection schemes, namely preventive legal protection and repressive legal protection. Thus, even though journalists do not yet have UWK certification, they are still entitled to legal protection from the state; because, freedom of the press is part of the human rights of every human being.
