“…In the more thorough case studies, however, the adoption of traditional desegregation reforms (e.g., busing, faculty integration, and compensatory programs) has been viewed as part of the school system's "organizational defenses" through which the district's insularity from "outsiders" and accountability to them (e.g., concerned citizens and minority activists) could be avoided (Gittell, 1969;Rogers, 1969). Yet if the implementation of desegregation plans is itself a discriminatory process (Arnez, 1978), then we need to analyze how a district's typical defenses are used to counter the threats posed by desegregation and the spectre of federal encroachment in local affairs.
