Indonesia had 11 million home backlogs in 2020 and 93% of this number are low-income and poor people. South Tangerang is one of the cities in Indonesia where 80% of the area is built by private developers, and 50% of which is developed by three major companies. The existence of large-scale housing they’ve built has caused local people to move to the peripheral of the housing or to places on the outskirts of the city. This paper analysis how the regulations give companies the authority to control large land area and how its impact to low-income people. By using the socio-legal method, this study aims to reveal the implication of law in society. The results showed that the existence of large-scale housing did not contribute to fulfilling the housing needs of low-income people in South Tangerang City. Regulations in the housing sector have not had any implications for the fulfilment of housing needs for low-income people. There are no small houses that the local people can afford.

This paper aims to describe and explain the policy performance evaluation of Tanjung Selor’s new independent city development. New city development is a systematic process and must pay attention to supporting aspects at all stages of development. A new city development policy is important in solving urban problems and encouraging the level of urban development. The research method used is qualitative, with a descriptive approach. Data collection techniques in this research include literature studies, interviews, and field observations. The factual findings of this research are explained through input, process, output, and outcome indicators. Based on input indicators, budget, and human resource limitations constrain Tanjung Selor’s new independent city development. Then the process indicators regarding the development of Tanjung Selor's new independent city have also not been carried out effectively. While the output indicator is that the ministry's performance is not following prevailing regulations. And finally, on the outcomes indicator, Tanjung Selor’s new independent city development is aimed at fulfilling facilities and infrastructure by rejuvenating the old city. In conclusion, the performance of Tanjung Selor’s new independent city development policy has not been running as a whole and is still partial, besides that there are still several obstacles that must be improved, especially in terms of budget and human resources.

Living on the Edge: Comparing the Quality of Life Transformation of Local Communities Induced by New Town Development in Different Peri-Urban Areas

Peri-urban development has both potential and consequences. It has consequences in terms of changes in the condition of livelihood assets and quality of life (QoL) of local communities, while it has benefits because it generates new urban activities. In theory, these impacts vary in significance for peri-urban with diverse characteristics. Therefore, this research aims to investigate and compare the impact of new town development on local communities in various peri-urban areas. Ample attention is given to two new town development projects: Metro Tanjung Bunga (MTB) in a coastal area and Kota Baru Parahyangan (KBP) in an inland area of Indonesia. There were 150 respondents involved from 13 kampungs (enclaves). The research begins with a qualitative descriptive analysis to determine the impact of development and continues with a t-test to validate and compare the magnitude of the impact in the two peri-urban areas. The findings show that the development of the new towns has resulted in a decrease in livelihood assets and community QoL levels. An intriguing finding also demonstrates that the two peri-urban areas have significantly different development impacts: coastal peri-urban communities experienced a more significant decrease in QoL than non-coastal peri-urban communities. This research would enrich the discussions about peri-urban transformation, effects of the process on local communities and sustainability of these effects in developing countries.
