Improved Multi-Objective Optimization Model for Policy Design of Rental Housing Market

Abstract: Renting is, like owning a house, a way to realize residence rights, playing an important role in maintaining the equilibrium of the housing market. The lack of attention paid to policy design of the rental housing market causes low effectiveness in the housing resource flow and allocation at both local and national levels. Thus, we propose a novel design framework and process of public policy, in particular the development policy for the rental housing market. This innovative approach abstracts the policy desi… Show more

“…(1) Housing security policy system design. Guo et al [6] proposed a two-stage evolutionary high dimensional multi-objective optimization algorithm and designed a novel framework and process of public policy for the rental housing market. Luo [7] took China's public rental housing (PRH) as the research object and found that the wellintended housing policy mainly proposed three measures: government procurement, new financial arrangements and guided service contents.…”

“…Unlike the funnel plot and the loss-of-safety coefficient, which are used to determine whether there is publication bias by subjective observation (Sterne, 2001) [48], the Egger test can conduct quantitative detection of publication bias [49,50]. Publication bias is a kind of sampling bias, which refers to "the tendency to prepare, submit and publish research results according to the nature and direction of research results" [51][52][53], which refers to statistically significant "positive study results" that are more likely to be published than those meaningless "negative study results" or invalid study results [54], which will lead to the inability to obtain truly representative research samples. Therefore, to avoid sample selection bias caused by the fifteen included literature cases in this study, it was necessary to conduct the publication bias test.…”

“…Therefore, the new citizen group has become a “sandwich layer” group that neither is within the coverage of public rental housing (PRH) nor can afford commercial housing, bearing the housing pressure and crowding-out effect caused by high housing prices [ 3 ]; thus, it is a prominent problem that they cannot afford to buy a house or rent a good house at the present stage [ 4 , 5 ]. To compensate for the obvious shortcomings of the housing security system and break the housing dilemma of the new citizens, in July 2021, the General Office of the State Council issued the “Opinions on Accelerating the Development of Government-subsidized Rental Housing (GSRH),” which clearly proposed the concept of GSRH in the top-level design of the housing security system [ 6 ]. However, the current policy only proposes the basic concept of GSRH, and scholars and policymakers still need in-depth discussions on supply subjects and supply models.…”
