As the world’s largest developing country, and as the home to many of the world’s factories, China plays a crucial role in the sustainable development of the world economy regarding environmental protection, energy conservation, and emission reduction issues. Based on the data from 2003–2015, this paper examined the green total factor productivity and the technological progress in the Chinese manufacturing industry. A slack-based measure (SBM) Malmquist productivity index was used to measure the bias of technological change (BTC), input-biased technological change (IBTC), and output-biased technological change (OBTC) by decomposing the technological progress. It also investigated the mechanism of environmental regulation, property right structure, enterprise-scale, energy consumption structure, and other factors on China’s technological progress bias. The empirical results showed the following: (1) there was a bias of technological progress in the Chinese manufacturing industry during the research period; (2) although China’s manufacturing industry’s output tended to become greener, it was still characterized by a preference for overall CO2 output; and (3) the impact of environmental regulations on the Chinese manufacturing industry’s technological progress had a significant threshold effect. The flexible control of environmental regulatory strength will benefit the Chinese manufacturing industry’s technological development. (4) R&D investment, export delivery value, and structure of energy consumption significantly contributed to promoting technological progress. This study provides further insight into the sustainable development of China’s manufacturing sector to promote green-biased technological progress and to achieve the dual goal of environmental protection and healthy economic growth.

With the rise of a new generation of technology and industrial changes, the service-oriented manufacturing industry has become the direction of future development. With the background of new manufacturing, this paper constructs an economic development threshold model of employment density of consumer goods industry based on data from Shanghai and Tokyo from 2007 to 2016, and empirically analyzes the impact of the employment density of the consumer goods industry on urban economic development under different population densities. At the same time, by comparing the experience of Tokyo, the development status and prospects of Shanghai’s consumer goods industry are explored. The study found that the threshold of Tokyo’s consumer goods industry is 0.608. When population density is lower than this threshold, the consumer goods industry continues to promote the economic development of Tokyo; however, when the population density is higher than this threshold, the consumer goods industry begins to inhibit the economic development of Tokyo. The Shanghai consumer goods industry threshold is 0.329. Under the threshold, most of the consumer goods industry contributions to the economy are negative, but above the threshold, they begin to show a positive trend. The inflection point of the effect curve of Tokyo’s consumer goods industry on economic development has appeared, but the inflection point of Shanghai’s consumer goods industry has not yet appeared. Compared with Tokyo, the economic vitality of Shanghai’s consumer goods industry has not yet been fully released. With the continued increase of population density in Shanghai, the growth potential of the consumer goods industry is huge, and it is expected to reshape the flourishing age of Shanghai’s light industry brand.

The Relationship between Artificial Intelligence and China’s Sustainable Economic Growth: Focused on the Mediating Effects of Industrial Structural Change

In recent years, the application of artificial intelligence (AI) has had a significant impact on economic development. This study examined the relationship between the level of AI development and economic growth in 28 Chinese provinces from 2005 to 2018, and we focused on the mediating role of the industrial structure. We found that the unreasonable state of the structure is an important reason behind the slowdown of China’s economic growth. The development of AI not only has a direct effect on economic growth, but can also improve economic slowdown by inhibiting industrial structure upgrading. Taking into account regional heterogeneity, we also conducted sub-regional regressions, and the results show that this mediating effect is particularly significant in the eastern, central, and western areas of China; the regression results also show that the development of AI technologies did not boost the economy before the 2008 financial crisis, but during the economic recovery period, the R&D and application of AI helped China’s economy to rebound. Thus, AI has gradually become an important power engine for high-quality and sustainable growth in China’s economy.
