Sustainable Emergency Material Reserve Systems (SEMRSs) are complex frameworks comprising three types of reserves, namely, physical, capacity, and agreement reserves, and involve various stakeholders such as local governments and enterprises. However, multiple stockpiling methods have not been considered in investigations on the influencing factors and inter-factor relationships within an emergency material stockpiling system. In this study, we achieved consensus through a questionnaire, established an evaluation system encompassing various reserve methods and participating entities, and delineated the key factors affecting SEMRSs while analyzing their causal relationships using the decision-making trial and evaluation laboratory–based analytic network process. Results reveal that (1) local governments and participating enterprises play crucial roles in ensuring the sustainable supply of emergency provisions; (2) the capacity to guarantee emergency funds serves as a pivotal link among all key influencing factors, emergency funds should be augmented, and the utilization of contingency funds should be rationalized; and (3) the integration of physical, production capacity, and agreed stockpiling methods in the emergency reserve system requires enhancement, and the incorporation of capital reserves should be considered as part of the stockpiling strategy. These insights hold significant implications for refining emergency stockpiling practices and fostering the development of SEMRSs.

Pallet Distribution Affecting a Machine’s Utilization Level and Picking Time

Space and labor are the two internal resources within a warehouse or cross-dock center which seek attention. Meaningful efforts in optimizing these two resources can reduce the operational cost or time of the goods delivery. The timely allocation of resources to order picking not only reduces the makespan and operational time but can also evade delay. In decentralized settings, where all the information is not properly shared between the players of the supply chain, miscommunication results in delays in product delivery. In this study, efforts were made to determine the pallet quantity of different product types in an order quantify when there is a gap in information shared and, based on that, the allocation of material handling devices or pickers was conducted. Each handling device is bounded by a workload to eliminate the option of idle resources and ensure it is utilized properly. A mixed integer linear programming model was formulated for this study and was solved using Lingo. Numerical experiments were performed under varying resource numbers and pallet quantities to investigate the circumstances where the number of pallet types and allocation of machines have the highest benefit. The results confirm that a change in the pallet quantity of the products increases the total picking time. However, an increase in the number of handling devices minimizes the level of over-utilization of a particular machine.

In the context of economic development and international economic integration, Vietnam’s logistics industry is developing to meet market demands for the transportation of goods; thus, many logistics enterprises have been formulated and expanded in recent years. This research aims to measure the efficiency of logistics enterprises and recommend a feasible solution to improve their future performance by integrating a super slack-based measure model (super-SBM) in data envelopment analysis and fuzzy analytic hierarchy processes (fuzzy AHP) in multi-criteria decision-making. The super-SBM model was utilized to conduct the efficiency scores of logistics enterprises from 2016 to 2022 based on calculating the ratio between input and output variables; the empirical result determined each enterprise’s effectiveness and ineffectiveness. Next, the fuzzy AHP method evaluated and ranked criteria that directly impacted the operational process of logistics enterprises based on experts’ opinions; the examined result suggested a feasible direction to improve future business efficiency. The proposed hybrid models are a helpful solution for efficiency determination and determining the development direction for logistics enterprises. An overall picture of the logistics enterprises was also drawn to describe their operational business process.
