Incidence of seriously injured road users in a Swedish region, 2003–2014, from the perspective of a national road safety policy

Abstract: BackgroundSince 1997 Sweden has a policy for road safety called Vision Zero. Given that Vision Zero is mainly used to reduce fatalities among car occupants, the question has been raised by the research community whether a Vision Zero approach promotes health for all road traffic users. The objective is to measure target fulfilment of the national road safety policy for a Swedish region by examining incidence of serious injury during 2003–2014 in rural and urban road spaces with or without implemented measures.… Show more

“…Among other things, the strategies have included improved education, application and structural improvements, such as the installation of medians barriers, roundabouts, speed humps and pedestrians’ islands. Despite all these measures, the number of seriously injured and killed people in traffic has not decreased in the last 10 years [ 17 ]. Compared to the cost of reducing traffic accidents, fall prevention is relatively cheap.…”

“…Previous studies have analyzed ISS as a dichotomous variable using a specific severity threshold (i.e. ISS of 8) [ 25 ]; as a categorical multinomial or ordinal variable of three-five categories [ 26 28 ]; or as a log-transformed continuous variable employing a general linear model [ 29 ]. Using our approach, the results allowed us to identify that the most severe ISS were registered among males, aged 20–59, with less schooling and whose traffic collisions occurred at nighttime; associations that have been extensively reported in previous studies.…”

“…After the implementation of Vision Zero, there is still a lack of research on injuries to vulnerable road users [ 27 ]. A study shows that while serious injuries among car occupants have declined in recent years, the risk of serious injuries among vulnerable road users is increasing [ 28 ]. In Europe, about one-third of road fatalities is caused by pedestrians and cyclists [ 29 ].…”
