This study explores the multi-dimensional relationships between technology, fiscal decentralization, and forest resource efficiency, and the pivotal role played by the digital economy as a mediator in 2002–2020. First, this study evaluates the Chinese provinces’ forest resource efficiency using multi-dimensional inputs and outputs of forest sectors. Further, we use two sorts of technology: high-technology expenditure and forest technology education. Fiscal decentralization in terms of local government expenditure on forest resources makes the study innovative and richer in analysis. A SBM-DEA analysis showed that the Anhui, Beijing, Jiangsu, Shanghai, and Zhejiang provinces have the highest efficiency scores, implying very efficient forest resource management. Subsequently, the robust econometric estimator Driscoll and Kraay is applied. The study’s findings disclose that both dimensions of technology increase the Chinese provinces’ forest resource efficiency through technological expenditure and forest technology education. Fiscal decentralization towards forest resource management expenditure increases the efficiency of forests. Urbanization and economic development reduce the efficiency of forests. The digital economy can effectively help to improve the efficiency of forest resources. The presence of moderating effects reveals that the influence of the digital economy on forest resource efficiency is positive when it is coupled with economic development, fiscal decentralization, technology, and urbanization.

Innovation in forestry education is needed to address changing contexts of the positionality of forests. This is particularly significant in the Asia–Pacific region, where deforestation and degradation are high. However, the accessibility of high-quality forestry education to address changing regional and global contexts is lacking. A series of innovative sustainable forest management (SFM) open education resource (OER) courses were developed and implemented to improve the accessibility of SFM education to enhance teaching quality, curriculum, and research capacity of universities in the Asia-Pacific Region. To evaluate the SFM-OER program in terms of student experiences, this study investigated student achievement, perceived success of the pedagogical approach and instructional design, and perceived effectiveness of the learning activities in promoting active and transformative learning through the assessment of a 1,191-course feedback survey between 2018 and 2020, including the global pandemic. This study revealed that the program attracted diverse student demographics, including a higher proportion of female students majoring in forestry, ecology, and other environmental studies. Their primary motivation to participate in the courses was to gain international experience, followed by the flexibility of online learning, mandatory course requirements, and earning course credits. Students were satisfied with the Canvas learning management system. Most students spent less than 5 to 10 h of their weekly time in the course and agreed or strongly agreed that the workloads were manageable. Students reflected positively on various learning activities and assignments, such as watching lecture videos, taking quizzes, reading and summarizing, having discussions, and peer review writing. However, they did not clearly prefer specific learning activities, signifying the importance of using diverse learning activities to satisfy diverse individual learning styles in online settings. This analysis contributes to the further development of student-centered pedagogical development for online learning and provides insight into the ways forward for online higher forestry education, while repurposing existing OER courses in a post-Covid-19 era.

Spatial Pattern and Influence Mechanisms of Forest Land Quality under the Background of Carbon Peaking and Carbon Neutrality: A Case Study in Kaizhou District, Chongqing, China

Since the goals of carbon peaking and carbon neutrality have been established, forest carbon sinks have garnered significant attention. As a fundamental component of forest carbon sinks, the quality of forest land significantly influences the carbon sink capacity of forests. This study utilized Kaizhou District, Chongqing City, a typical forest area as a case study, and used the correction method, factor method, CASA model, landscape ecology indexes, and canonical correlation analysis to evaluate the level of forest land quality and reveal the spatial distribution pattern and influencing mechanisms of forest land quality. The results showed that: (i) The quality index of public welfare forest land was distributed in [37.89, 148.15], and each quality level was diversified in space. The quality index of commodity forest land was distributed in [40.00, 92.67], and some high-quality forest land appeared in the transition zone of each region; (ii) The forest land quality index and the amount of net primary productivity passed the correlation test. Primary net productivity was higher on forest land with a high-quality index and lower on forest area with a low-quality index; (iii) public welfare forest land was mainly positively affected by community structure, average annual precipitation, average annual temperature, and soil moisture. Commodity forest land was mainly positively affected by average annual temperature, soil moisture, and slope aspect. However, landform had a significant negative impact on the two types of forest land. Given these findings, we also proposed a series of measures aimed at promoting the sustainable development of research on regional forest land.
