Independent Candidates in the Local Elections of 2014 in the Czech Republic and Slovakia: Analysis of Determinants of Their Successfulness

Abstract: The goal of this article is to test various factors which can potentially explain differences in independents’ representation at the local level in the Czech Republic and Slovakia. As the size of a municipality was the almost single factor, whose influence was in both countries at the same direction, together with the generally rather low levels of explained variability, we suggest that for a more adequate explanation of the independents’ successfulness, we need to look for other indicators that could far bett… Show more

“…In addition, the relationship between the willingness to adopt PB and the specific characteristics (e.g. political affiliation, gender, and field of education) of the main decision-makers, including mayors, should be investigated in a deeper way (Maškarinec, 2020;Maškarinec, Klimovský, 2016).…”

“…Problematika komunálnych volieb bola v poslednom období riešená z rôznych perspektív, napríklad z pohľadu úspešnosti nezávislých kandidátov (Ondrová -Dţatková 2015; Maškarinec -Klimovský 2016), apatie v rámci komunálnej politiky či nástupu do funkcie starostu (Maškarinec -Klimovský 2016). Svoju pozornosť si zasluhuje aj otázka volebnej kampane (Meseţnikov et al 2016) alebo hodnotenia komunálnych volieb z perspektívy teoreticko-vedeckých prístupov (Kováčová 2019).…”

“…On one hand, Czech local elections in smaller (and partly in mediumsized) municipalities are dominated by the phenomenon of independent candidates, and the role of political parties increases proportionally with increasing municipal size, which manifests itself most clearly in the case of statutory towns (cities with more than 40,000 inhabitants) where political parties dominate the electoral contest (Balík 2008). More importantly, there is positive association between the proportion of seats received by independent candidates and women's descriptive representation on Czech local councils, suggesting that women prefer rather non-institutionalized (nonpartisan) forms of participation, or institutionalized independent local lists, respectively (Maškarinec and Klimovský 2016), and enjoy higher success when they run independently, namely both as completely independent candidates (or on lists of independent candidates) and on lists of local political entities (Ryšavý and Šaradín 2010).…”
