This is a summary article of the SJPS thematic issue on participatory budgeting in the Central and Eastern European region. Its authors provide an overview of the diffusion of participatory budgeting, and they classify relevant countries in terms of the pace of this diffusion into four different groups: frontrunners, early majority, later majority, and lagging adopters. In addition, they uncover various diffusion mechanisms that have been used. Since the research articles included in this thematic issue unpack various factors that influence the diffusion of the innovative practice of participatory budgeting in the specific settings of Central and Eastern Europe, the main goal of this article is to sum up their crucial findings and formulate several conclusions, including a few avenues for further research. A clear majority of countries in the region have already collected a relevant amount of experience with the adoption and further use of participatory budgeting. An analysis of the individual experiences reveals that the position and characteristics of mayors, organizational resources, and available capacities, as well as the quality of public trust, are likely to be important factors that determine the adoption and use of participatory budgeting in the region.

Geography of legitimacy after elections of mayors. In 2022, further municipal elections await us, for the first time connected with elections to the bodies of higher territorial units (self-governing regions). This paper aims to evaluate the issue of elections of mayors in Slovakia in a longer period of time (2002)(2003)(2004)(2005)(2006)(2007)(2008)(2009)(2010)(2011)(2012)(2013)(2014)(2015)(2016)(2017)(2018), in terms of the degree of legitimacy regarding the power of this post with respect to the size categories of municipalities by population and related election results. In the study, we work with nine size categories, in the case of the two largest cities (Bratislava and Košice) also separately. In addition, the issue is assessed at the local levelat the level of municipalities forming clusters within the territory of Slovakia on the basis of a similar degree of legitimacy, using the concept of spatial autocorrelation. For this purpose, an index evaluating legitimacy of power was constructed consisting of three components taking into account the level of electoral support, turnout and competition. As an additive indicator, in the case of individual size categories of municipalities we present the intensity of changes in the position of mayor in the municipal elections since 2002. Higher legitimacy of the office has been identified in the case of smaller municipalities, but it is declining over time. On the contrary, the urban environment is characterized by a lower degree of legitimacy, but with a positive outlook (the trend of strengthening the legitimacy of the mayor's post). However, the development of the values concerning the individual components of the index is considerably divergent over time when comparing different municipal size categories.

“…On one hand, Czech local elections in smaller (and partly in mediumsized) municipalities are dominated by the phenomenon of independent candidates, and the role of political parties increases proportionally with increasing municipal size, which manifests itself most clearly in the case of statutory towns (cities with more than 40,000 inhabitants) where political parties dominate the electoral contest (Balík 2008). More importantly, there is positive association between the proportion of seats received by independent candidates and women's descriptive representation on Czech local councils, suggesting that women prefer rather non-institutionalized (nonpartisan) forms of participation, or institutionalized independent local lists, respectively (Maškarinec and Klimovský 2016), and enjoy higher success when they run independently, namely both as completely independent candidates (or on lists of independent candidates) and on lists of local political entities (Ryšavý and Šaradín 2010).…”

The main objective of this paper is to analyse where women run for and win seats in local councils of Czech towns between 1998 and 2018. Our results are to some extent contradictory to those from Western Europe. More importantly, this study demonstrates that strategic context impacts on women’s emergence and success in local elections in a different way. First, we do not confirm that larger towns are more promising for women’s representation. While more fragmented party systems in larger cities contribute to making women’s candidacy more common, a large pool of female candidates does not result in their higher presence in local councils. Second, we identify openness of local environment to women, in terms of women’s previous representation, as a strong determinant of female representation in Czech towns, both in terms of candidacy and success.
