Individual transferable quotas and conservation: a critical assessment

Abstract: ABSTRACT. Individual transferable quotas (ITQs) have become a popular management tool for fisheries. They have been promoted in some quarters and seriously criticized in others because of their social and economic impacts. A more serious problem is that ITQs provide exclusive access to public resources presumably in return for some public benefit, namely conservation; however, in a high percentage of cases they do not conserve fish stocks. In this article, we focus on the reasons that ITQs do not conserve stoc… Show more

“…Due to the interest of shipowners in this system, transferable amounts have become non-transferable. In manageable marketable amounts, one can distinguish (Acheson, Apollonio, Wilson, 2015): individual transferable quota (ITQ) and individual fisheries quota (IFQ) -individual, transferable amount transferred to the fisherman for his discretion; individual vessels quota -individual amount allocated to boats; community development quota -when the amount is allocated to a given community, e.g. fish-gathering; territorial use in fisheries TURFS, when quotas -rights belong to a given geographical area.…”

“…Avoiding the negative biological and economic outcomes of a "race to fish" is one of the main goals stated in the national catch share policy (NOAA 2010). Simply stated, catch share systems are designed to match the level of fishing effort in a fishery to amount of available fish stocks (volume of catch per quota share holder) using tradable shares to achieve an economically efficient equilibrium (Acheson, Apollonio and Wilson 2015). The process of reducing harvest capacity to match target catch limits by various mechanisms is also known as "rationalization".…”
