Indonesia Food Security Policy on Import Cattle and Meat Australia Years 2013-2017

Abstract

ABSTRAK. Terjaminnya kebutuhan pangan dalam negeri merupakan kewajiban pemerintah yang diamanatkan oleh konstitusi. Oleh karena itu, jika pasokan pangan domestik tidak mampu mencukupi kebutuhan pangan nasional, maka langkah yang dapat ditempuh oleh pemerintah adalah melakukan kebijakan impor pangan, salah satunya impor sapi dan daging sapi dari Australia. Riset ini diarahkan untuk melakukan kajian terhadap kebijakan keamanan pangan Indonesia. Kebijakan ini khususnya terkait dengan impor sapi dan daging sapi dari Australia pada periode 2013-2017. Pendekatan kualitatif dan pengumpulan data menggunakan studi dokumentasi dipilih untuk riset ini. Kebijakan impor sapi dan daging sapi dari Australia bertujuan untuk menjamin terpenuhinya tiga variabel keamanan pangan di Indonesia, yaitu ketersediaan ABSTRACT. Guaranteed domestic food needs is a government obligation mandated by the constitution. Therefore, if the domestic food supply is not able to meet national food needs, then the steps that can be taken by the government is to conduct a policy of food imports, one of which is the import of cattleEand beef fromEAustralia. This research is directed to conduct a study of Indonesia'sEfood security policy. This policy is specifically related to cattle and beef imports from AustraliaEin the 2013-2017 period. A qualitative approach and data collection using documentation studies were selected for this research. The policy toEimport cattle and beef fromEAustralia aims to ensure the fulfillment of three food safety variables inRIndonesia, namely food availability; Aaffordabilityfof food access; affordability of prices; and also the political aspect.
