Industrial policy and manufacturing targeting in the US: new methodological tools for strategic policy-making

Abstract: The economic crisis has pushed several countries to adopt selective industrial policies to promote manufacturing and some selected strategic sectors. Despite this new activism, the process of defining strategic targets risks being carried out with poor rigour on a political level, setting governments up for failure. This paper discusses the notion of strategic sector and proposes a new methodology to increase transparency and effectiveness in the identification of what can be defined as ‘strategic’. Focusing o… Show more

“…A composite indicator is particularly useful for our analysis, since we need to measure the trend in the industrial performance of sectors and this is, without a doubt, a complex phenomenon which is difficult to quantify (for a review of similar applications of composite indicators see, in particular, [ 42 , 71 , 93 , 94 ]). As explained in Section 2 , in fact, the restructuring of the sector can only be fully understood together with the notion of strategic industries for the Chinese economy.…”

“…Statistically, a requisite for the choice of the variables is that they have an adequate degree of correlation. Variables must neither be negatively correlated nor have an excessive degree of correlation [ 42 , 71 ]. Indeed, a negative correlation between the variables would imply that different variables are inconsistent in describing the same phenomenon (i.e., industrial performance), distorting the analysis.…”

“…Moreover, the final decision concerning goals, targets and tools to be adopted to improve business environment conditions should be based on the consideration of a plurality of perspectives, where the perceptions expressed by the enterprises (though important) constitute just one of the building blocks of the analysis. In fact, public policy risks responding to particular interests and opening up non-virtuous spaces for rent-seeking activities that can even degenerate into dynamics of corruption and clientelism (Barbieri et al., 2019; Di Tommaso et al., 2017; Tassinari et al., 2019). For this reason, great attention must be paid to the mechanisms for defining public intervention and for assessing the heterogeneity of the interests that are at stake (Barbieri et al., 2020; Di Tommaso and Schweitzer, 2013; Tassinari, 2019; Di Tommaso et al, 2020a, 2020b).…”

“…Since the marketization degree in China is not very high, and the government plays a great role in the economy, we think that government intervention is another important factor that can affect industry structure in China. Some researchers proposed that in early stage of economic development, industrial policies may accelerate the industrial structural change and improve resource allocation [28,29]. It is also found that the industrial policy can enhance competition among enterprises and promote the growth of enterprises [30].…”
